Are you passionate about IT and System Compliance? Do you possess a strong understanding of technology-related compliance issues and enjoy working in a dynamic team environment? If so, we have an exciting opportunity for you to join our IT and System compliance team as a Senior Officer.

As a Senior Officer, IT and System Compliance, you will play a pivotal role in realising our aspirations by assessing and monitoring systems compliance, general computing controls, and applications security awareness. Your contribution will directly impact the business stability and security of our members, stakeholders and the Rwanda citizens at large.

Reporting to the Manager, IT and System Compliance, the Senior Officer, IT and System Compliance will be responsible for coordinating all activities related to institutional IT governance and system compliance. Your responsibilities will include assisting various RSSB functions in assessing and monitoring IT governance, general computing controls, developing applications security awareness, control effectiveness and much more.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. Key Duties and Responsibilities

  1. Facilitate and ensure the implementation and enforcement of information systems standards and procedures.

  2. Ensure all information systems are functional in compliance with relevant policies.

  3. Identify vulnerabilities that may cause inappropriate or accidental access; and recommend security controls to eliminate or minimise their potential effects.

  4. Facilitate the implementation and testing of security controls and methods.

  5. Direct efforts for including safeguards in the development or acquisition of automated information systems.

  6. Prepare and submit periodic and annual reports as required.

  7. Supervise activities of assigned IT areas to ensure compliance with internal policies and procedures including periodic and annual account and activity reviews.

  8. Draft and implement IT and system privacy policies.

  9. Monitor security incidents for violations of privacy principles or legal standards and make reports to management.

  10. Investigate and report cybersecurity compliance issues and incidents.

  11. Conduct routine compliance audits to validate the Certification and Conformance readiness state to gain System Certification and Accreditation.

  12. Ensure the information security programs including data protection, risk management, and compliance testing.

  13. Ensure audit trails, system logs and other monitoring data sources are reviewed periodically and follow policies and compliance audit requirements.

  14. Participate in the development of the function’s strategic and business plans and ensure their implementation.

  15. Participate in various meetings and produce related reports.

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Computer Science, Information Systems, Cyber security, Data science or any other relevant field preferably with at least 2 years relevant experience.

OR

  • Bachelor’s Degree Computer Science, Information Systems, Data science or any other relevant field preferably with at least 4 years relevant experience.

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
