Are you passionate about business risk controls and governance? Do you possess a strong understanding of risk assessments and enjoy working in a dynamic team environment? If so, we have an exciting opportunity for you to join our Risk Management team as a Senior Officer, Business Risk.

As a Senior Officer, Business Risk, you will play a pivotal role in realising our aspirations by assessing business risks and ensuring that RSSB core business maintain effective risk controls and risk governance mechanisms.. Your contribution will directly impact the business risk appetite and security of our members, stakeholders and the Rwanda citizens at large.

Reporting to the Manager, Business Risk , the Senior Officer, Business Risk will be responsible for  analysing and appraising business risks. Your responsibilities will include assisting various RSSB functions in reviewing business risk management policy documents, conducting business risk assessment surveys, proposing risk mitigations and monitoring business risk exposures and much more.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. With approximately 12 million members in the above six schemes, encompassing close to 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities

  1. Prepare and review the institution’s business risk management policy documents and ensure their implementation.

  2. Conduct business risk assessment surveys, propose risk mitigation and follow-up plan mechanisms.

  3. Implement business risk appetite and different business tolerance levels.

  4. Monitor business risk exposures, concentrations and limits to ensure risk levels stay within business risk appetite.

  5. Prepare business risk controls and governance mechanisms.

  6. Maintain updated business risk register and ensure periodic reporting.

  7. Participate in preparation and implementation of RSSB projects to ensure related business risks are mitigated for the success of the projects.

  8. Provide independent oversight of risk-taking activities.

  9. Develop and maintain a thorough working knowledge of the business activities that give rise to business risk.

  10. Understand trends and themes for business risks and raise concerns to leadership necessary to support the oversight.

  11. Identify key business risks to be reported and escalated including instances of noncompliance with policies.

  12. Identify, track, weight, assess and report on institutional business key risk indicators.

  13. Prepare business risk management and risk awareness processes documents.

  14. Draft business continuity plans to limit risks and ensure regular monitoring/tracking.

  15. Identify training needs and prepare business risk management training documents.

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Risk Management, Finance, Accounting, Economics, Actuarial Science, Insurance, or any other relevant field with at least 2 years relevant experience

OR

  • Bachelor’s Degree in Risk Management, Finance, Accounting, Economics, Actuarial Science, Insurance, or any other relevant field with at least 4 years relevant experience

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
