1. Job Title: Financial Management Specialist

Job responsibilities

The financial management specialist (FMS) with the following job descriptions

  • Monitoring and guiding the work of the above Implementing Partners in supporting their respective PFM staff to ensure compliance with all PFM rules and regulations of the GoR and the World Bank.
  • Ensure that project financial transactions are recorded in the accounts in accordance with GoR regulations and WB requirements respectively, and that records are reconciled periodically, at least on a monthly basis, and are availed for review as required;
  • Ensure timely preparation and distribution of integrated quarterly financial reports (IFRs)/project management reports and statements required by the WB, under the provisions of the Financing Agreement, as well as by the GoR. Provide any special financial reports that may be required from time to time on specific aspects of project’s financial progress or position as may be request by the GoR and the WB
  • Ensure adequate Project internal controls are maintained for processing and authorizing payments and the management and accounting for project income and assets, and advising the Meteo Rwanda where necessary.
  • Responsible for compliance with GoR and WB requirements for Internal/External Project Audits and ensuring all necessary information is provided for Audit purposes. Ensure all Project audit recommendations are implemented on time.
  • Ensure all Financial records are retained in line with the Funding Agreements and the World Bank records retention policy.
  • Ensure that the Designated Accounts established for the project within the Implementing Agencies are administered in line with the GoR and WB requirements.
  • Ensure Withdrawal applications submitted to World-Bank through Meteo Rwanda are accurate and submitted on a timely basis and in accordance with WB procedures to replenish the Designated Account(s).  Ensure Implementing all Partners submit Annual Workplans and Budgets for review by the WB in line with the WB Funding Agreements
  • Ensure that annual project budgets are consistent with agreed project activity per Categories/Components
  • Participate in the budgeting process in line with the GoR and World bank guidelines. Monitoring budget execution in collaboration with Project staff
  • Ensure budgetary allocations for the project are available to meet projected cash flow requirements.
  • Liaise with Implementing Partners and Project staff to review cashflow projections and advise the World bank and GoR on the need for budget re-allocations or restructuring ahead of time to ensure proper project management
  • Liaise with the external auditor during the auditing exercise of the project and ensure that effective annual audits commence on time and are conducted in accordance with GoR and WB requirements.
  • Follow up to ensure all Internal/External Audit recommendations are implemented on time.

NOTE: Minimum 5 years’ relevant experience in auditing or public financial management with particular expertise in designing, supporting and implementing Donor funded projects

Minimum qualifications

  • Bachelor's Degree in Accounting, Finance with 5 Years of relevant experience

Required certificates

  • Part II for professional qualification ACCA OR CPA

2. Job Title: Procurement Specialist

Job responsibilities

The duties and responsibilities of the Procurement Specialist among others will include:

  • Review all available projects documents to facilitate the procurement procedures for the management and implementation of the projects including a simple tracking system to monitor the implementation of procurement activities;
  • Implement a procurement management system for the PIU, based on the guidelines and procedures for procurement under GoR regulations for the procurement of goods, works and services under the Rwanda Public Procurement Law and WB procurement guidelines;
  • In consultation with the project stakeholders, prepare and update the projects’ Annual Procurement Plan, detailing contract packages for goods and services, the estimated cost for each activity, the procurement or selection methods and processing times till completion of each procurement activity;
  • Monitor procurement implementation and update the procurement plans prepared at the beginning of the projects annually and whenever it becomes necessary to do so;
  • Prepare all Bid documents, ensure that due process as mandated by GoR is followed, and follow through on the whole process of procurement from initiation to contracting;
  • Establish a register of qualified suppliers and consultants and periodically update this register per advertisements and requests for expressions of interest;
  • In consultation with the projects and technical officers, coordinate the preparation of Terms of Reference (TORs) for the preparation of Requests for Proposals (RFPs) on consulting assignments, and Specifications for the preparation of bidding documents for goods activities;
  • Participate in evaluation of expressions of interest for short lists and pre-qualification of suppliers and contractors;
  • Initiate the procurement processes, including those for International and Local Competitive Bidding procedures, ensuring compliance with agreed procurement methods’ thresholds and prior review requirements specific to the projects;
  • Receive bids and participate in bid opening sessions, evaluating goods bids and consultants’ proposals, and ensuring that the appropriate guidelines are followed to arrive at the recommendations for award in favour of suppliers and consultants;
  • Coordinate the response to the inquiries, and communicate the results of the evaluation process to the applicants, in response to guidelines;
  • Prepare the minutes of the Evaluation Panel meetings, and also prepare the requests for “no objection”, and coordinate arrangements for the negotiation process, where necessary;
  • Prepare final contracts, and ensure timely distribution of all relevant procurement and contract documents to all stakeholders;
  • Ensure timely receipt of the Goods and consultant’s monthly status reports; confirming acceptability of goods delivered, and also acceptability of consultants’ reports as reviewed, and recommending payments to the services providers, i.e. suppliers and consultants, as they fall due;
  • Establish a performance monitoring database for all suppliers and consultants, and ensure efficiency and timeliness in the delivery of outputs from the services providers;
  • Establish and maintain a central procurement filing system, and ensure all related documents are included in the respective files, to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors, authorised agents during post-procurement reviews (PPRs);

Note: CIPS Certificate will be an added advantage; and five years of relevant working experience in a public sector agency, Development Agencies or other international organizations

3. Job Title: Environment & Socila Risk Management Specialist

Job responsibilities

  • Support the comprehensive stakeholder consultation process related to the project’s logical framework and provide inputs in the stakeholder engagement for the project activities to be included as part of the ESMP  Organize and supervise the implementation of project Environmental and Social Framework Instrument (ESMF, SEP, Waste Management Plan (WMP), Occupational Health and Safety (OHS), LMP, ESIA/ESMP, RPF, RAP, GAP, …).
  • Complete the environmental and social risk and impact screening of the project and identify the possible environmental and social risks and impacts, identifying mitigation strategies to anticipate, minimize, mitigate, and compensate
  • Develop the relevant Environmental and Social Management Plan based on the results of the ESS screening and following the WB ESF and GoR Environmental and Social Safeguards policies applicable for the project.
  • Close follow up of the development of studies that VCR will undertake, in particular, these related to the subcomponent on FEWS
  • Organize technical workshop to review and validate ESF related project documents and studies;
  • Support and guide Meteo Rwanda-PIU, RWB-SPIU and MINEMA in the technical matters related to the project environmental and social risk management and ensure the quality of reporting;
  • Carry out a regular supervision of the civil works progress and environmental and social compliance by the contractors;
  • Immediately report to FEWS subcomponent project coordinator of any incident happening at the site of the civil works (staff/workers incident, environmental catastrophe, among others);
  • Support the social inclusion in project activities and benefits (gender, youth, people with disability, etc.);
  • Support and guide Meteo Rwanda-PIU, RWB-SPIU and MINEMA in the assessment of communities’ vulnerability (social, Physical and Economic) and exposure to flood and extreme rainfall events;
  • Ensure that social and environmental grievances are managed effectively and transparently through the grievance redress mechanism;
  • Organize and supervise participatory environmental and social monitoring and auditing within the project site in collaboration with other project staff and partners;
  • Work closely with environmental and social specialists from other VCRP implementing Institution by ensuring reporting; monitoring and evaluation; and fully addressing the environmental and social compliance issues of the sub component; providing a well-documented, evidence-based compliance reports to be incorporated into the project reports;
  • Prepare and participate in World Bank Supervision missions and other external supervision and evaluation missions-by screening and analyzing reports as well as by furnishing direct personnel knowledge on the ground situation;
  • Develop all environmental and social related reports for the project sub component and ensure that progress across all indicators (as per the project results framework) are reported on a quarterly basis;
  • Undertake any technical training programs related to ESF instruments;
  • Develop incidents and accidents reports;
  • Prepare and submit environmental and social compliance reports to the project sub component coordinator on every timescale indicated in the project documents and ensure compliance with the GOR and WB ESF;
  • Perform any other activities directly related to the project objectives to facilitate the implementation of FEWS or as a contribution to other VCRP components, assigned by the project coordinator.

4. Job Title: Numerical Weather Prediction Specialist

Job responsibilities

Under the immediate supervision of the Meteo Rwanda-PIU coordinator of the Volcanoes Community Resilience Project (VCRP), he/she will closely follow up the implementation for the activity on “set up and configure WRF-Hydro and links to NWP models and workflows, development of impact-based rainfall/flood forecast, development of nowcasting tool together with the radar software and data processing specialist among others.

In line with the above, the incumbent will:

  • Ensure the use of High-Performance computing systems at Meteo Rwanda
  • Ensure the validation, the deployment of numerical weather Prediction products elaborated at Meteo Rwanda for the use by the hydrological models.
  • Ensure technology transfer in the area of Numerical Weather Prediction, mainly assimilation of in-situ and satellite data;
  • Contribute to research activities in the field of Numerical Weather Prediction in Africa.
  • Prepare technical document for the use of Meteo Rwanda’s Numerical Weather Prediction Products
  • Contribute to the evaluation of Numerical Weather Prediction products.
  • Contribute to preparation and organization of training workshops in the area of Numerical Weather Prediction;
  • Perform any duty that maybe assigned to him or her in line with the activities and operations of Meteo Rwanda

NOTE: A Minimum working experience of 3 years in the use of Numerical Weather Prediction Models is required;

Minimum qualifications

  • Master’s Degree in Meteorology or Master’s Degree in Atmospheric science and climate from recognized university or Meteorological School or Institute or equivalent of WMO class I with 3 Years of relevant experience

5. Job Title: Radar Software and Data Processing Specialist

Job responsibilities

Weather Radar System Installation and Configuration:

  • Collaborate closely with radar engineers, partners, and contractors throughout the planning and execution phases of weather radar system installation.
  • Ensure proper configuration and calibration of radar equipment for accurate data collection.
  • Collaborate with technical teams to integrate the radar system and its data and products into the broader Flood Early Warning System infrastructure.

Data Processing and Analysis:

  • Maintain Developed and implemented algorithms for radar data processing to enhance the accuracy of severe weather event detection.
  • Utilize specialized radar software applications, such as TITAN/L-ROSE and Py-ART to process and analyze radar data effectively.
  • Conduct thorough quality control of radar data to ensure reliability and consistency.

System Monitoring and Maintenance:

  • Establish and implement routine monitoring procedures to ensure the continuous and optimal functioning of weather radar systems.
  • Troubleshoot technical issues promptly, coordinating with relevant teams or vendors as needed.
  • Perform regular maintenance activities to prolong the lifespan of radar equipment.

Integration with Early Warning System:

  • Collaborate with stakeholders to integrate radar data seamlessly into the overall Flood Early Warning System.
  • Provide technical expertise to ensure interoperability between radar systems and other components of the warning system.

Training and Capacity Building:

  • Conduct training and workshop sessions for project staff, local community members, and relevant stakeholders on the operation and interpretation of radar data and products.

Collaboration and Communication:

  • Work closely with project partners, government agencies, and other relevant entities to align radar system activities with project goals.
  • Communicate effectively with non-technical stakeholders, translating complex technical concepts into understandable information.
  • Work collaboratively with a multidisciplinary team, including engineers, data analysts, and other stakeholders, fostering a positive and productive team environment.
  • Strong communication skills to interact with project partners, government agencies, and community members. Ensure that team members are effectively communicating progress and challenges.

Documentation and Reporting:

  • Maintain detailed records of radar system installation, configuration, and maintenance activities.
