About Paper Crown Rwanda:
Paper Crown Rwanda (PCR) is a dynamic feminist non-profit organization based in Rwanda. Our mission is to empower youth to challenge and transform existing negative social and gender norms, cultivate and foster leadership, and drive sustainable social change. We envision a world where gender norms are fundamentally transformed, voices of girls and women are valued alongside those of boys and men.
Summary of the role:
Core to this role is to develop and implement program strategies that align with feminist principles and organization's mission. The role of the Executive Director (ED) is pivotal, encompasses overall leadership, management and strategic thinking for the success of PCR, including program design and implementation, oversight of staff, finances, operations, communications, and fundraising. The ED works closely with the Board of Directors, PCR partners and on a day to day basis with head of departments and staff. In the context PCR works, to facilitate our right holders mostly youth and students this position will require flexibility to work weekends when needed.
Who are we looking for?
A visionary, dynamic, passionate and enthusiastic Rwandan feminist leader with strong programming, management, partnership and fundraising experience. An ED who is bold, confident, and who consistently produce quality work and demonstrate high working ethics and standards. Someone with excellent organizational and leadership skills, coupled with a strategic vision for the sustainability of PCR. Our ED should have excellent analytical skills and abilities to assess program effectiveness with a results-driven mindset, and has demonstrated experience leading teams in a high-performing workplace. A collaborative, team-oriented and can motivate others, foster dialogue and facilitate discussions. Overall we are looking for active feminist with deep commitment to feminist principles to driver our mission of transforming gender norms and empowering girls and women in Rwanda.
Essential duties and responsibilities:
Overall management, operations, Leadership and programming (40%)
- Lead the implementation of PCR’s strategic plan, develop clear operational plans for execution, and continually identify opportunities for PCR’s growth in close partnership with the board.
- Design and develop comprehensive projects and programs that align with organizational goals, Conduct needs assessments to identify program requirements and objectives, develop detailed program plans, including timelines, budgets, and resource allocation.
- Develop and implement metrics and evaluation tools to assess program effectiveness. Conduct regular program reviews and provide recommendations for improvements. Prepare detailed reports on program performance for senior management, board of directors’ and stakeholders.
- Oversee PCR policy implementation, adapting existing and developing new ones when necessary.
- Support human resource management, including (but not limited to) recruitment, management, and performance evaluations of existing staff.
- Coordinate with various departments and teams to facilitate smooth program rollouts. And Provide strategic direction to the organization communications team for tasks such as marketing materials, social media content, fundraising campaigns, newsletters, etc.
- Support the operations and administration of the board of directors. Work with the board to ensure PCR operates in compliance with all legal and ethical standards.
Fundraising and Partnerships (40%)
- Develop and implement comprehensive and effective multi-year fundraising strategies to secure diverse funding sources. Work with board members can leverage their networks, expertise, and resources to support fundraising efforts. Here’s a plan to actively engage the Board of Directors in fundraising activities:

- Cultivate and maintain strategic relationships with stakeholders, including government agencies, Development Partners, NGOs, and community organizations including donors and funding organizations in Rwanda, regionally and globally.
- Lead grant writing efforts and ensure compliance with grant requirements.
- Organize and Oversee fundraising events and campaigns. Attend strategic networking and relevant events, meetings, and conferences to promote PCR’s work, raise the organization's visibility, and build networks for potential joint programming or resource mobilization.
- Developing a communication plan for Paper Crown Rwanda (PCR) to effectively convey the organization’s mission, goals, and programs to various stakeholders. This plan ensures consistent messaging, promotes engagement, and supports fundraising and advocacy efforts.
Financial management (20%)
- Develop, manage and oversee the financial management of PCR through budget planning, forecasting, and approvals in coordination with the Board and Program Managers.
- Collaborate and report to the Board of directors frequently finances execution and to establish mechanisms to ensure transparency and accountability in all financial operations.
- Work closely with the board to Identify funding opportunities to ensure financial sustainability.
Required Experience, Competences and Skills:
- Minimum of 5 years’ hands-on work experience in a similar field and in management role.
- Experience in strategic planning, programs and projects management, implementation and monitoring; Finance and resource mobilization;
- Understanding of NGOs governance, operations as well Ethical compliance and Risk management
- Bachelor's Degree in development studies, gender, law, communication, or related discipline; a Masters is an added advantage.
- Strong public speaking skills, excellent in Kinyarwanda and English. French is an added advantage.
- Strong time management skills and effective prioritization of competing priorities and tasks
- Understand and believe in Feminist Principles and Feminist Transformation leadership.
