1. Job Title: Socio Economic Development Officers (8 Positions)

Job responsibilities

  • Collect and consolidate data on specific public (policy) issues pertaining to socio-economic development and record data about death and birth across the Cell;

  • Identify socio-economic development needs at the Cell level and accordingly advise on response measures;

  • Elaborate, under the supervision of the Executive Secretary of the Cell, programs of community works;

  • Supervise the execution of community development and citizen participation activities across the Cell and produce consolidated reports thereof;

  • Prepare documents to be signed by the Executive Secretary of the Cell and assist him/her in the production of the Cell’s activities performance reports.

  • Facilitate gathering data related to the employment status within the cell

Qualifications

2. Job Title: Exective Secretary (3 Positions)

Job responsibilities

  • Perform daily duties of the Cell administration and monitor the administration of Villages and produce reports thereof;

  • Follow up, in collaboration with relevant organs, on the security of people and their property in the Cell;

  • Coordinate community development and citizen participation activities, mobilize the local population on government policies and programs and implement decisions by higher authorities and or the Cell Consultative Council;

  • Render services provided at the cell level as per the law, and receive and solve or channel issues affecting citizens and provide them with a feedback;

  • Serve as a minutes taker to the Cell Consultative Committee meetings, monitor all activities of Land Committees, and serve as a nonprofessional bailiff at the Cell level;

  • Supervise the collection and consolidation of data on specific public (policy) issues at Cell level, and manage the finances and assets of the Cell.

Qualifications

  • High School Diploma A2 in Social sciences, Arts, Sciences with 3 Years of relevant experience

3. Job Title: Local Revenue Collection & Inspection Officers (2 Positions)

Job responsibilities

  • Keep and regularly update the Sector database of taxpayers at the Sector level and their situation in regard to tax clearance;

  • Organize regular mobilization campaigns meant to educate taxpayers on tax laws and regulations;

  • Conduct regular fiscal inspection at the Sector level and enforce tax recovery and compliance measures.

4. Job Title: Animal Resources Officer

Job responsibilities

  • Implement the District’s animal resources strategy and programs in line with national policies and strategies;

  • Organise training sessions, public awareness campaigns and disseminate new livestock technologies among beneficiaries;

  • Identify, map and monitor animal diseases prevailing in the Sector and advise on preventive and reactive measures to be taken;

  • Distribute veterinary inputs (including carrying out artificial insemination) and improvement of animal breeds;

  • Keep and update the register of associations, co-operatives and individuals involved in fishing activities registered in the Sector;

  • Implement programmes for improvement of marketing outlets for animal products including their certification.

Qualifications

  • Diploma (A2) in Veterinary with 5 Years of relevant experience

5. Job Title: Documentation and Archives Officer

Job responsibilities

  • Develop and operate a system for documentation and archives for the City of Kigali in accordance with internationally benchmarked practices and standards;

  • Develop and implement, in collaboration with concerned staff, an information classification and access policy;

  • Manage, in collaboration with the Logistics officer and other concerned units, the acquisition and borrowing system of books and other documents and prepare related annual budget;

  • Make an annual inventory of books and documents acquired by the City of Kigali and ensure their proper maintenance;

  • Maintain an effective cataloguing and indexing of books and regularly update the City of Kigali’s documentation database;

  • Collect and distribute newspapers, official gazettes and any other public (policy) documents and inform library users on new acquisitions.

Qualifications

6. Job Title: Territorial Adminstration and Decentralized Governance Officer

Job responsibilities

  • Elaborate and monitor the implementation of a local strategy on territorial administration and good governance at Sector level and produce consolidated reports thereof;

  • Organize evaluation of decentralized governance practices at Sector level according to norms and evaluation standards developed at national and District level;

  • Keep and maintain an updated database on good governance practices and specific programs in the District on the one hand, and serve as a custodian of the administrative map of the District and its sub-entities on the other hand, and report any litigious issues about territorial demarcation to competent authorities;

  • Analyse good governance and umuganda related reports from Sectors, consolidate citizens’ complaints and advise on alternative solutions;

  • Supervise, in close collaboration with any relevant stakeholder, the implementation of programs aimed at improving good governance.

Qualifications

  • Bachelor’s Degree in Public Administration, Administrative Sciences, Sociology, Public Policy, International Relations, Law, Social Work, Political Sciences, Education Sciences, Governance, Local Governance Studies with 0 Year of relevant experience
