1. Job Title: Legal Specialist
Job responsibilities
-
Provide legal advisory services and coordinate the legal activities of RICA;

Draft legal documents of RICA

Report on contract management
-
Liaise the institution on justice and legal matters with other institutions

Prepare and represent RICA in legal proceedings
-
Conduct legal research on RICA mandates
-
Participate in developing a legal and contractual framework for laws and standards contracts.

Prepare and review legal instruments, including contract agreements and internal regulations to provide legal interpretations and advice of these instruments and regulations;

Coordinate and handle legal issues common to RICA ;

Anticipate and guard against legal risks likely to be faced by the RICA
-
Develop and recommend RICA policy and position - on legal issues;

Conduct pretrial preparations for defending the RICA in legal suits;

Prepare legal pleadings, motions, discovery, stipulations, etc.;

Review material meant for publication and advise on legal implications;
-
Participate in contracts negotiations;
-
Participate in the settlement of labour disputes;

Develop and recommend operating policy and procedural improvements
Qualifications

Master's Degree in Law with 0 Year of relevant experience

Bachelor's Degree in Law with 3 Years of relevant experience

2. Job Title: Chemicals Inspector
Job responsibilities
-
Carry out inspections on chemicals as per monthly plans
-
Collect and submit chemical samples to Laboratories for testing and analysis
-
Interpret and discuss test results with immediate supervisor for inspection decision making
-
Identify material resources required and submit the request to the immediate supervisor
-
Undertake other responsibilities determined by hierarchical supervisors.
Qualifications

3. Job Title: Project Officer
Job responsibilities
-
Participate in preparation and monitoring of the Project annual operating budgets and its execution;
-
Prepare annual expenditure plan that is consistent with the approved budget and ensures that MTEF principles and Grant Agreement are adhered to;
-
Prepare payment orders and ensure regular control of financial transactions of the project expenditures is processed by budget line and in accordance with mandatory deadlines;
-
Prepare monthly and quarterly cash flow plan and budget execution reports in the format provided by MINECOFIN and the Donor/AGRA;
-
Prepare periodic fund request and submit to the Donor/AGRA;
-
Reviews operating budgets periodically to analyse trends affecting budget needs
-
Coordinate field operations of private seed inspectors and compile their reports
-
Lead and coordinate project site visits to ensure data quality including complete, timely, reliable, and accurate data collection and reporting
-
Ensure that monthly, quarterly and annual progress reports are submitted and meet established reporting deadlines;
-
Provide support in preparation and facilitation of trainings, workshops and meetings under the projects plans;
-
Ensure that project resources and equipment are being utilised efficiently and effectively
-
Ensure the existence of strong Internal Controls in fund allocation, budgetary commitments, authorizations and payments;
-
Receive and custody of invoices from various suppliers as well as any other payment supporting document.

Resolving accounting discrepancies and provides advices on financial management issues;
-
Collaborate with procurement officer to ensure effective contact management of services providers and suppliers.
-
Oversee the proper management of archives and documentation of the Project.

Administer and oversee the payroll management processes and compliances related to payroll management
-
Oversee tax declaration, social security funds contributions and medical insurance related to project interventions.
-
Advise and administer the change Management processes related to the project 2023 RW 005.
-
To curry out any other duties assigned by the supervisor/ Project Manager
Qualifications

Bachelor's Degree in Accounting, Finance, Public Finance with 3 Years of relevant experience

Master's Degree in Accounting, Finance, Public Finance, Management with Specialization in Accounting, Management with Specialization in Finance with 1 Years of relevant experience

4. Job Title: Archives And Documentation Officer
Job responsibilities

Develop, arrange and describe archival corrections in accordance with accepted standards and practices

Manage and maintain the RICA office’s records and archives

Manage RICA’s Office documentation
-
Provide support on the preparation of documents for various meetings
-
Oversee development of Catalog of archival holdings
-
Manage the accession and deaccession of documents to the archive
Qualifications

Advanced Diploma in Office Management, Library and Information Science with 0 Year of relevant experience

Bachelor’s in Library Sciences, Library and Information Sciences, Bibliotheconomy with 0 Year of relevant experience
