Project Description
The main goals of the three-year, USAID-funded Ibitabo Hose Ku bana Bose (IHKB) Project are to improve reading outcomes by strengthening the market system for teaching and learning materials and increasing the availability, affordability, and quality of books and other reading materials (both physical and digital) in communities, homes, and schools.
Position Description
Project accounting duties will be carried out with the Finance and Admin Manager's assistance. In addition to assisting with the creation of financial spreadsheets, cash flow forecasts, data entry, and backup file scanning, s/he will be in charge of producing timely and accurate financial reports, communicating with vendors as necessary, and making sure the project complies with USAID financial regulations. The Finance and Admin Manager is the person in charge of this position. This job is based full-time in Kigali, Rwanda. This employment does not offer relocation assistance.
Essential functions include, but not limited to the following:
- Aids the finance and administrative manager in carrying out routine financial activities, such as the application of EDC and USAID policies, procedures, and systems;
- Aids the finance and administrative manager in creating monthly financial reports for projects and monitoring spending in comparison to the approved budget;
- Oversees the process of clearing invoices, advance reconciliation, payments, and vouchers, as well as reviewing and certifying the accompanying documentation to make sure it complies with local tax laws, USAID rules, and EDC guidelines;
- Uses the appropriate charge codes for project transactions in QuickBooks and keeps track of how they compare to planned activities;
- Prior to the monthly close, prepares the bank reconciliation for each account;
- Aids in the preparation of wire transfer requests for the Finance and Administrative Manager;
- Ensures reconciliation of monthly spending reports in close collaboration with the finance and administrative manager and takes required action in response to any questions;
- Aids in the creation of monthly financial spreadsheets and accurate cash flow estimates;
- Provides the data required by payroll to guarantee that paychecks are processed in compliance with specifications;
- According to EDC file retention regulations, scans and files all supporting financial data on a monthly basis;
- Exemplifies a high standard of professionalism and ethics when interacting with EDC coworkers and documentation and associated material on sensitive and private subjects;
- Performs audits to ensure that USAID's Anti-Terrorist Certification ("ATC") rules are being followed; and
- Does other tasks as needed.
The following requirements must be met by every applicant for the position of accountant:
Education:
Bachelor's degree is necessary.
Skills and Experience:
- at least four to five years of directly related experience;
- Preferable background assisting big USAID or other international donor-funded initiatives
- QuickBooks accounting system expertise is essential.
- proficiency in Microsoft Word and Excel;
- understanding of Rwandan tax and labor legislation;
- meticulous and well-organized;
- Must be able to negotiate politely, operate in a cross-cultural environment, and perform effectively under pressure;
- the capacity to operate both independently and collaboratively in challenging work circumstances;
- Show initiative, imagination, and adaptability
- a capacity for both solo work and efficient group work
- excellent communication and organizing skills
- Availability to visit the project-affected provinces
Language:
English proficiency is necessary.
