Overview
For the ISDA, Jhpiego is looking for a Senior Field Manager to oversee project execution in the Central Zone and manage the zonal managers from the other three zones at the Rwanda office. The ISDA assists the Rwandan Ministry of Health (MOH) in reducing infant and maternal mortality as well as the prevalence of malaria in Rwanda. This is done by enhancing the accessibility, effectiveness, and uptake of RMNCH and malaria services as well as the health of women, adolescents, and children under the age of five. The Senior Field Manager will be stationed in Central Zone and will be responsible for managing and leading project operations, encouraging coordination and synergy with other projects running in the zone, and ensuring strong partnerships with district authorities and health management teams.  The senior field manager offers leadership in the creation, management, and implementation of project activities leading to targeted project results, assisted by technical experts in the project's head office in Kigali. They will make significant contributions to the creation of project work plans, reports, and the communication of results. They will assess the requirement for technical support from project experts and promptly submit such a request. The SFM would oversee zonal office operations and directly manage zonal managers while reporting to the Deputy Chief of Party based in Kigali.

Responsibilities

  • Oversees all zonal managers, and makes ensuring that ISDA operations are implemented and coordinated at central zonal
  • Regular project reporting and documentation of best practices should include zonal oversight.
  • Represent ISDA in discussions involving the central or district level execution of program-related activities
  • Ensure the project's administrative and financial integrity through participating in project design, implementation, and management at the district and community levels.
  • Manage and direct the activities of zonal managers in the target districts.
  • Oversee, guide, and inspire zonal managers
  • Ensure adherence to USAID policies, guidelines, and requirements.
  • Work closely with technical professionals, monitoring and evaluation employees, senior technical advisers, and to make sure facilitation and logistics are ready on time.
  • Ensure the project is carried out to a high standard and in accordance with MoH/RBC criteria.
  • Help the DCOP develop and monitor financial operations in relation to their daily responsibilities.
  • Facilitate the creation of district-level yearly work plans, program and operational strategies, and subgrantee and project partners' projects.
  • Keep in touch with project and technical employees in a productive and consistent manner.
     

Required Qualifications

  • Masters in health sciences or related field with strong public health experience;
  • Minimum of eight (8) years of experience working on health initiatives supported by donors, with preference given to those with RMNCAH experience;
  • Proven leadership abilities and knowledge in running health programs and its employees
  • Experience coordinating program activities across districts for at least five years
  • Experience engaging with administrative authorities and project partners to carry out program operations.
  • Extensive familiarity with the health interventions and priorities in Rwanda
  • Outstanding communication, writing, and oral presentation abilities in English, French, and Kinyarwanda
  • Demonstrated capacity for sound judgment
  • Knowledge of USAID's policies, guidelines, and requirements
  • The capacity to lead technically and effectively to design a creative national program
  • Team member experienced in increasing team capacity and assigning tasks to teams
  • Flexibility to frequently visit the field
