PUBLIC ANNOUNCEMENT

2024 MOFCOM/CHINA - RWANDA SCHOLARSHIPS

The Higher Education Council (HEC) wishes to inform the public that through the bilateral cooperation between the Government of Rwanda and the People's Republic of China, the later has (through the Chinese Ministry of Commerce) offered to the Government of Rwanda scholarships for Masters and Doctorate (PhD) programs.

Interested candidates should submit the following application documents:

  • Application letter addressed to the Director General of HEC clearly indicating the course and University applied for, the institution working for, the position/post at the institution, date of birth and ID/passport number.
  • Photocopy of a valid passport: the passport must be a personal regular passport.
  • Curriculum Vitae in English, including personal info, education background since high school and work experience.
  • Original-notified certificate/degree.
  • Notified transcripts, indicating the list of all courses taken and scores.

  • Two recommendation letters are required: one by a superior in the institution where applicant works, the other by a professor who knows the applicant well.
  • Personal statement in English with 1000 words in length. It shall cover essential elements as applicant's academic background, work experience, achievements, and career plans.
  • Physical examination form issued within one month before the submission of application, showing that the applicant carries no infectious diseases which may have a serious impact on public health or fall into any of the health situations prohibited by China's Entry-Exit Inspection and Quarantine Laws and Regulations.
  • Non-criminal record proof issued within six months before the submission of application.

Please note:

  1. The above-mentioned application documents will be submitted online to HEC MIS using the link:http://mis.hec.gov.rw/system-login; not later than 19/05/2024
  2. Candidates are requested to apply for courses relevant to their previous qualifications and should exactly indicate the course and University as it is on the list of courses (Example: Master Program in Public Policy at Peking University).
  3. Candidates should have at least second-class upper division in the relevant field.
  4. Candidates are requested to select one of the thirty (38) leading Chinese Universities, program/courses to be pursued at (lists of Universities and programs are attached).
  5. The scholarship covers all costs of study including tuition fees, living allowance, accommodation, international travel and transport within China, and medical care. Any other extra expenses that are associated, or which may arise in due course will be covered personally by the candidates themselves.
  6. Only completed application documents will be reviewed.

Application Material Lists

  1. Degree: The photocopy need to be prepared for each degree.
  2. Official Transcripts: Transcripts must list all courses taken and all scores.
  3. CV : In English, including personal info, education background since high school and work experience
  4. Personal Statement: Written in English and 1000 words in length. It shall cover such essential elements as applicant's academic background, work experience, achievements and career plans.
  5. Recommendation Letters: Two recommendation letters are required, one by a superior in the institution where applicant works; the other by a prefessor who knows the applicant well.
  6. English Language Proficiency Test: Applicants whose undergraduates education was not conducted in English shall provide TOEFL or IELTS test scores.
  7. Physical Examination Form: The health form shall be issued within one month before the submission of application, showing that the applicant carries no infectious diseases which may have a serious impact on public health or fall into any of the health situations prohibited by China's Entry-Exit Inspection and Quarantine Laws and Regulations.
  8. Photocopy of a Valid Passport: The passport must be a personal regular passport.
  9. Non Criminal Record Proof: The record proof shall be issued within six months before the submission of application.
