JOB PURPOSE

The Engineer Planning & Compliance is responsible for the end-to-end planning of project activities and for safeguarding the quality, compliance, and standards of every project undertaken by BSC. The role bridges the pre-project phases (survey, pre-sales, and design) with execution and closure, ensuring that each project is well planned, accurately budgeted, properly scheduled, and delivered on time, within budget, and to the required scope and quality.

The role holder develops planning methodologies and quality, risk, safety, and environmental controls aligned with BSC and international standards, maintains the Level of Confidence throughout the project life cycle, manages quality assurance and compliance documentation, and advises the Project Management Office (PMO) on quality, standards, and continuous improvement.

WHAT YOU WILL DO:

1. Project Planning, Design & Pre-Project Preparation

  • Plan project activities and ensure that the pre-survey, pre-sales, and design work are well performed to facilitate the preliminary work necessary for the bid and other project stages.
  • Create the information required by detailing the activities involved in the project completing the budget template that indicates the materials, manpower, and machinery needed for execution, and linking these clearly to project timelines.
  • Develop the project implementation plan and create the various budget heads used to document and monitor project expenses.
  • Make available to the project team the information needed to enable sound decision-making for the smooth execution of the project.
  • Proactively describe the technical solution required to address project requirements and recommend solutions that optimize the project’s benefits for both active and passive stakeholders.
  • Draw the Level of Confidence (LoC) for each project to be undertaken and keep it updated throughout the project’s life cycle.

2. Quality Assurance, Control & Inspection

Develop methods for managing project activities, including quality, risk assessment, and safety/environmental analysis based on approved specifications and standards (BSC and international).

  • Take responsibility for the quality of workmanship of every project activity.
  • Perform all inspections and tests necessary to achieve the required quality, applying approved project methodologies and specifications for all works performed or to be performed on and off site.
  • Monitor all activities related to Quality Management Systems and determine quality-improvement parameters to meet customer satisfaction.
  • Coordinate with field teams, contractors, and implementers for inspections and meetings on quality problems, including the closure of Non-Compliance Reports.
  • Advise the PMO on project quality and standards by identifying adequate standard references and acceptable error tolerances for the various fields.

3. Compliance & Documentation

  • Manage quality assurance and compliance documentation for every project, including but not limited to certificates, test results, inspection requests, non-compliance reports, site instructions/observations, and records of the quality of materials delivered.

4. Project Execution Support & Coordination

  • Support project teams to execute projects on time and within the allocated budget while meeting the defined project scope.
  • Provide support for all operations and extension requests, ensuring accuracy for all operational requirements and the achievement of project objectives.
  • Provide support in hiring contractors and project personnel, issuing Work Orders, project certifications, client coordination, client billing, project documentation, and project closure.
  • Perform periodic project updates and revise schedules to meet targets, ensuring the change-approval process is well managed.

5. Reporting & Analysis

  • Prepare regular reports by collecting, analyzing, and summarizing data, and make recommendations for proper project planning while considering the long-term sustainability of the project undertaken.
  • Prepare weekly and regular reports on project performance, including but not limited to quality, schedule performance, cost performance, environmental compliance, and regulatory compliance.

6. Planning Systems, Tools & Continuous Improvement

  • Ensure all routine planning work is well managed, including but not limited to:
    • Analyzing all engineering activities for internal and external departments.
    • Preparing the required presentations for regulatory agencies.
    • Developing requirements to enhance the performance of planning projects.
    • Managing all communication and providing efficient feedback across all processes.
    • Optimizing the utilization of all standard tools and processes.
    • Preparing plans and schedules for all project delivery and performing regular analysis of schedule trends, recommending appropriate improvements.
    • Ensuring optimal quality of all project schedules and maintaining their efficient performance.
    • Evaluating reports, analyzing all software tools, and assisting in the transmission and distribution of various projects.
    • Supporting innovation and product development to enhance company revenues and value.
  • Maintain and update professional and technical qualifications and standards.
  • Perform any other task that may be assigned by the line manager.

QUALIFICATIONS & EXPERIENCE

Education

  • Bachelor’s degree in civil, Electrical, Telecommunications, or a related Engineering discipline. A relevant master’s degree is an added advantage.
  • Professional certification in Project Management (e.g. PMP, PRINCE2) and/or Quality Management is an added advantage.
  • Registration with a recognized professional engineering body is an added advantage.

Experience

  • A minimum of 3–5 years of relevant experience in project planning, engineering, and/or quality and compliance, preferably within infrastructure, construction, energy, or telecommunications projects.
  • Demonstrated experience in project budgeting, scheduling, inspection, and quality assurance/compliance documentation.
  • Experience coordinating with contractors, field teams, clients, and regulatory agencies.
  • Familiarity with networking, software systems, databases, or cloud technologies is an advantage.
  • Strong problem-solving and analytical skills.
  • Good communication and interpersonal skills.
  • Ability to work in a team environment.
  • Willingness to learn and adapt quickly.
  • Proficiency in Microsoft Office tools (Excel, Word, PowerPoint).
