Background 

The Office of the Auditor General (OAG) is Rwanda's Supreme Audit Institution. It derives its mandate from Articles 166 and 167 of the Constitution of the Republic of Rwanda. This mandate is detailed in the law N° 79/2013 of 11/09/2013, determining the mission, organisation and functioning of the Office of the Auditor General of State Finances. The Office has legal personality, financial and administrative autonomy.

OAG is responsible for the followings:

  1. Auditing and reporting on accounts of all public entities, local administrative entities, public enterprises, parastatal organisations and projects;
  2. Conducting financial, compliance, performance (economy, efficiency and effectiveness) and special audits in respect of expenditure in all institutions referred to above;
  3. Conducting accountability, management and strategic audits of accounts in the institutions mentioned above.

Job Title: Estate And Logistics Officer

a) Job Summary

Under the supervision of the Director of Human Resources and Administration, the estate and logistic officer will be responsible for the management and up keeping of land and of property belonging to the Office of the Auditor General and make sure that the physical environment (building, water, electricity, etc.) is suitable to deliver services within the OAG. She/he will be also responsible for supply chain management component that meet OAG demands through the planning, control and implementation of the effective movement and storage of needed goods and services from suppliers or service providers to OAG.

b) Job responsibilities

  • Ensuring daily management of stock materials;
  • Receiving materials or goods purchased and checking their compliance to specifications;
  • Updating documents and registers used in stock management;
  • Ensure a systemic OAG stock inventory;
  • Ensuring distribution of materials to users in accordance with procedures in force;
  • set Centralizing asset needs from all OAG departments and making recommendations regarding the materials or services to be purchased;
  • Ensuring timely follow up on maintenance for all sanitation equipment and system;
  • Estate management of OAG; Assist the management;
  • Department of Finance in updating asset register used in logistics
  • Ensuring to OAG management internal logistics management in conformity with the existing laws and regulations;
  • Carrying out monthly and annual physical inventories of the OAG movable and immovable assets;
  • Undertaking annual valuation of OAG assets to determine their current depreciation (amortization), status and possible disposal
  • Preparing monthly, quarterly and annually progress reports and whenever required;
  • Facilitate travel arrangements (itineraries; air tickets, drop guest from or to airport;
  • Ensure day to day management of OAG vehicles.
  • Performing any other duties as may be assigned to him/her by supervisor(s);

c) Job requirements

  • Bachelor degree in electromecanics, electricity or electronics
  • At least three (3) years of proven working experience in relevant field;
  • Basic accounting knowledge is an added advantage;
  • Being 30 years old or less
  • Being Rwandan citizen

  6. Having completed at least three (3) years of service in the same public institution for those candidates who are currently a public servant.
  7. Being ready to start job within a period not exceeding one (1) month after publication of the overall results.
