BACKGROUND AND CONTEXT

Climate change is one o f the greatest threats to Rwanda's development. This is why the Government has prioritized the green economy and an economic transformation that i s environmentally sustainable and climate change a s cross-cutting issues, and the Green Growth and Climate Resilience Strategy guided the Rwandan economy toward a climate resilient and low carbon development pathway. In 2020, Rwanda committed to an ambitious climate action plan, and Vison 2050 sets the goal for Rwanda to be carbon neutral by the middle of the century.

To finance the Green Growth and Climate Resilience Strategy and Rwanda's green growth ambitions, the Rwanda Green Fund was established.

The Fund i s a ground-breaking environment and climate change investment fund that provides targeted financial and technical support to contribute to Rwanda's vision o f becoming a carbon neutral and climate resilient economy.

The Fund has mobilized close t o USD 250 million for 46 green investments i n sustainable transport, renewable energy, green cities, and biodiversity conservation. As a result o f these investments, 176,000 green jobs have been created, 88,000 households have been provided with access t o off-grid clean energy, 126,000 tons of carbon dioxide equivalent emissions have been avoided, and 120,000 people have been supported to cope with the effects of climate change.

ABOUT THE PROJECT

Rwanda is highly vulnerable t o climate change, facing increased incidences of droughts, floods, and landslides. Climate variability, especially heavy rainfall and temperature increases, has caused infrastructure damage, disrupted water management, and posed challenges to the growing urban population. The country is water-scarce, with a significant portion of the population lacking access to safe drinking water. Informal settlements, like those in Kigali, are particularly at risk due to poor infrastructure and high population density, exacerbating the challenges posed by climate change.

The Green City Kigali (GCK) project, located on Kinyinya Hill in Gasabo district, aims to address these issues by developing a sustainable urban community. The area, highly vulnerable to landslides, is set to become a model for affordable, climate-resilient housing and infrastructure development. The pilot phase includes upgrading the informal settlement at Ngaruyinka, a community with poor infrastructure and high climate vulnerability. The project's goal is to mitigate and adapt to climate change while creating a toolkit for future informal settlement upgrades across Rwanda.

The GCK project aligns with Rwanda's climate goals, supporting the reduction of greenhouse gas emissions through renewable energy initiatives and resilient infrastructure. It focuses on technica assistance t o scale green construction practices and enhance institutional capacity. Through solar energy water management, waste reduction, and low-emission construction methods, the project aims to create a replicable model for green urban development.
The project also integrates gender equality, recognizing the disproportionate impact of climate change on women. By promoting inclusive, sustainable, and low-emission urban development, the GCK contributes to several Sustainable Development Goals (SDGs), including climate action, clean energy, and reduced inequalities. Expected outcomes include a climate-resilient community, increased awareness o  green practices, and a foundation for future low-carbon investments in urban areas.

JOB DESCRIPTION

Supervisor: Project Manager

Key responsibilities

Gender integration in project design and delivery

  • Provide expert guidance to integrate gender-responsive strategies across all project components, including urban design, housing, mobility, and infrastructure.
  • Review project documents, technical designs, and operational plans to ensure gender considerations are incorporated a t every stage.
  • Advise on gender-responsive procurement, construction activities, and environmental safeguards.
  • participate in feasibility assessments t o ensure inclusive design and accessibility for diverse community needs.

Gender Action Plan (GAP) implementation

  • Lead the rollout and operationalization of the project's Gender Action Plan.
  • Identify potential gender risks and recommend practical mitigation strategies.
  • Monitor progress and ensure the GAP is implemented across technical and administrative units.
  • Ensure that interventions reflect on the distinct needs and priorities of women, men, girls,nboys, and other marginalized groups.

Capacity building and Gender awareness

  • Develop and deliver gender sensitization training for project staff, local authorities, contactors, and community stakeholders.
  • Produce gender-mainstreaming tools, checklists, and guidelines for project implementation teams.
  • Strengthening the capacity of local implementation partners and government counterparts on gender equality principles and inclusive practices.

Inclusive stakeholder engagement

  • Ensure meaningful participation of women and vulnerable groups in consultations, planning, and decision-making processes.
  • Promote equitable access t o employment, services, and benefits created through the project.
  • Collaborate with women's groups, youth organizations, and civil society t o foster local ownership and inclusion.

Monitoring, Evaluation, and Reporting

  • Work closely with the M&E team to design, collect, and analyze gender-disaggregated data.
  • Develop gender-specific indicators and track progress toward project gender goals.
  • Contribute quarterly, annual, and donor reporting, highlighting gender outcomes, lessons learned, and emerging best practices.
  • Support a gender-sensitive Grievance Redress Mechanism (GRM) and promote ethical, inclusive resolution processes.

Policy alignment, learning and advocacy

  • Ensure alignment with Rwanda's National Gender Policy, GCF gender policy, and international standards (e.g.: SDG 5).
  • Advocate for women's leadership, entrepreneurship, and decision-making opportunities through the project.
  • Document and share success stories, tools, and innovations i n gender mainstreaming with partners and national stakeholders.

Qualifications and Experience
Education

  • A bachelor's degree i n Gender studies, Social Development, Sociology, Development Studies, o r a related field is required.
  • A master's degree i n the above or relevant field i s strongly preferred.

Professional experience

  • At least 4 years o f progressively responsible experience in gender mainstreaming, with at least 3 years in development projects related to climate change, urban development infrastructure, or livelihoods.
  • Demonstrated experience working with international donor projects is a strong advantage.
  • Experience conducting gender analyses, training delivery, community engagement, and development o f gender-inclusive tools and strategies.

Skills and competencies

  • Strong knowledge o f Rwanda gender policy frameworks and global best practices in gender equality and social inclusion.
  • Excellent interpersonal, facilitation, and written communication skills.
  • Proficiency in MS office Suite and experience working with M&E systems is desirable.
  • Ability to collaborate with multidisciplinary teams and work i n multi-stakeholder settings.
  • Ability to travel t o field sites whenever needed.

Language skills:

  • English and Kinyarwanda: full proficiency
  • French i s an asset
