Position Overview
Masaka Creamery is seeking a strong, principled, and execution-oriented Human Resources Manager to lead and strengthen our HR function during a critical period of growth.
The HR Manager is the primary steward of people, culture, and character at Masaka. This role goes beyond administration — it requires building systems, enforcing standards, developing leaders, ensuring compliance with Rwanda Labour Law, and protecting Masaka’s values through hiring, performance management, discipline, and exit.
The ideal candidate combines operational excellence with humility, is calm under pressure, works comfortably across Deaf and hearing teams, and has the judgment and backbone to uphold high standards with fairness and consistency. This role reports directly to the CEO and works closely with department heads and team leaders.
Key Roles & Responsibilities
The main objectives and responsibilities of the position are to:
Culture Building & People Development
- Champion Masaka’s values and integrate them into HR policies and daily practices.
- Cultivate a positive, inclusive, and respectful workplace culture.
- Promote understanding and cooperation across a diverse workforce, including Deaf and hearing employees.
- Support employee engagement, well-being, and personal development initiatives.
HR Systems & Compliance
- Design, implement, and maintain HR systems and processes including recruitment, onboarding, attendance, performance management, and employee records.
- Ensure compliance with Rwanda Labour Law and internal company policies.
- Maintain accurate employee documentation, contracts, and statutory records.
- Strengthen internal HR procedures, audits, and reporting.
Recruitment & Talent Management
- Lead recruitment efforts to build capable, values-aligned teams.
- Oversee structured hiring processes including values-fit and competency-based interviews.
- Manage onboarding, training coordination, and ongoing performance management.
- Support leadership in developing talent pipelines and high-performing teams.
Performance Management & Discipline
- Own and maintain the company’s performance management framework.
- Support managers in setting expectations, giving feedback, and conducting reviews.
- Manage disciplinary processes including PIPs, warnings, suspensions, and terminations in line with Rwanda Labour Law and company policy.
- Ensure fairness, consistency, and proper documentation in all performance and disciplinary matters.
Manager Support & Capability Building
- Provide practical guidance and coaching to managers on people management.
- Train managers on HR policies, performance management, and disciplinary procedures.
- Support managers in handling difficult conversations and employee issues appropriately.
- Help improve consistency and quality of people leadership across departments.
Employee Relations & Communication
- Maintain strong working relationships across all departments.
- Address employee concerns with professionalism, empathy, and confidentiality.
- Support conflict resolution while reinforcing manager accountability.
- Facilitate clear communication and collaboration between Deaf and hearing employees.
Payroll, Benefits & Administration Oversight
- Oversee payroll accuracy and statutory compliance in coordination with the Finance team.
- Manage leave, overtime, benefits, and allowances according to company policy.
- Ensure timely and accurate HR reporting related to payroll and employee status.
Health, Safety & Employee Welfare
- Coordinate workplace health and safety requirements and statutory obligations.
- Support incident reporting and follow-up in collaboration with operations teams.
- Assist with employee welfare initiatives and well-being programs.
HR Team Leadership & Department Development
- Lead, mentor, and develop the HR team.
- Build an HR department capable of supporting company growth.
- Coordinate with leadership to align HR initiatives with company strategy.
Measurement & Reporting
- Develop and maintain HR dashboards and reports (headcount, attendance, turnover, compliance, performance).
- Use data to identify risks, gaps, and improvement opportunities.
- Provide weekly HR reports to the CEO and updates to the leadership team.
Supporting activities toward this end include:
- Managing day-to-day HR operations.
- Overseeing employee files, attendance records, and compliance systems.
- Reviewing and improving HR policies and internal procedures.
- Coordinating with leadership to align HR initiatives with company strategy.
- Developing measurement systems and HR dashboards to track progress.
Required Qualifications
- Bachelor’s degree in Human Resource Management, Business Administration, or related field.
- 5+ years of HR experience, including experience in an HR leadership or coordination role.
- Strong understanding of Rwanda Labour Law and employee compliance.
- Experience developing or implementing HR systems or structures.
- Demonstrated ability to lead teams and build strong HR departments.
- Passion for people and culture-building, including working effectively with Deaf employees and diverse teams.
- Strong communication, empathy, interpersonal skills, and professionalism.
- Ability to attract, develop, and retain high-performing employees.
Compensation & Working Conditions
- Compensation: To be determined.
- Paid Leave: 18 working days per annum.
- Travel: Primarily based at Plot G5, Kigali Special Economic Zone, Kigali, Rwanda.
- Duration: Minimum initial commitment of 3 years.
- Reporting: This position reports directly to the CEO and works collaboratively with department heads and team leaders.
- Expenses: Airtime allowance provided.
