TERMS OF REFERENCE (TORs) FOR RECRUITING HUMAN RESOURCE OFFICER FOR FAWE RWANDA CHAPTER
1. Background
The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 33 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE’s vision, mission and goal focus on quality education for girls and women socio-economic empowerment. FAWE Rwanda is one of 33 national chapters. FAWE Rwanda Chapter was started in 1997 and since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.
FAWE Rwanda Chapter would like to recruit a Human Resource Officer for an initial period of three years, renewable based on performance and availability of Funds, with a probationary period of three months. Details of the position are provided below:

2. Job Purpose
The core purpose of the Human Resources Officer is to support the Executive Director in the effective management and administration of the organization’s human resources. The position is responsible for supporting staff recruitment and onboarding, maintaining personnel records, coordinating staff performance management and capacity-building initiatives, administering staff welfare and benefits, and ensuring compliance with FAWE Rwanda’s human resources policies, procedures, and applicable employment regulations. The Human Resources Officer will also promote gender-responsive, equitable, and inclusive human resource practices aligned with FAWE Rwanda's mission of advancing girls' and women's education and empowerment, while championing organizational values, staff wellbeing, safeguarding, and professional excellence.
3. Key Responsibilities
- Serve as the focal point for the Human Resources function within the organization and provide timely HR support to management and staff.
- Support workforce planning and ensure the effective implementation, interpretation, and continuous improvement of HR policies, procedures, systems, and practices.
- Support strategic workforce planning, succession planning, and talent management initiatives to ensure the organization attracts, develops, and retains high-performing employees.
- Coordinate end-to-end recruitment and selection processes, including developing job descriptions, preparing vacancy announcements, shortlisting candidates, coordinating interviews, conducting reference checks, facilitating onboarding, and ensuring timely updates of employee information in the ERP system.
- Maintain accurate, complete, and confidential employee records, including personnel files, staff databases, employment contracts, leave records, attendance records, and other HR documentation, ensuring that relevant information is properly maintained in the ERP system.
- Coordinate the staff performance management process in collaboration with Department Heads, including performance planning, objective setting, performance appraisals, feedback, and follow-up on performance improvement and development plans.
- Support employee engagement and welfare initiatives, address workplace concerns appropriately, and promote a positive, respectful, inclusive, and productive working environment.
- Coordinate staff wellbeing initiatives and promote a healthy work environment through wellness programs, psychosocial support initiatives, and work-life balance practices.
- Work with management to identify staff capacity-building and professional development needs and coordinate relevant training, staff orientation, coaching, mentoring, and other learning and development initiatives.
- Develop and implement annual staff learning and development plans to strengthen organizational capacity and support career growth.
- Collaborate with the Finance and Administration Department to provide accurate and timely HR information for payroll processing and ensure the effective administration of employee benefits in accordance with organizational policies, with relevant transactions and records maintained through the ERP system.
- Monitor and administer staff attendance, leave, and other absences, ensuring compliance with approved policies and procedures and maintaining accurate records through the ERP system.
- Ensure compliance with applicable HR policies, procedures, and employment legislation, including FAWE Rwanda policies and relevant labor laws and regulations in Rwanda.
- Coordinate the implementation of safeguarding, prevention of sexual exploitation and abuse (PSEA), anti-harassment, and child protection policies, ensuring staff awareness and compliance with organizational standards.
- Prepare and submit regular HR reports to the Executive Director and provide management with accurate and timely HR information on staffing levels, recruitment, turnover, leave, attendance, performance, training, employee welfare, and other relevant HR matters.
- Analyse workforce data and HR trends, including staff turnover, recruitment efficiency, retention, training effectiveness, and employee engagement, to support evidence-based management decisions.
- Facilitate effective HR communication by communicating HR policies, procedures, benefits, and organizational decisions to staff and providing appropriate guidance and clarification on HR-related matters.
- Coordinate employee lifecycle processes, including induction, probation monitoring, confirmation, promotion, transfer, resignation, termination, exit interviews, clearance, and separation procedures.
- Provide HR advisory support to management and employees on HR policies, employee relations, performance management, and other employment-related matters, while supporting the fair, consistent, and confidential resolution of workplace issues.
- Identify and monitor HR-related risks and recommend appropriate mitigation measures to ensure organizational effectiveness and compliance.
- Ensure confidentiality and proper management of employee data by safeguarding personnel information, maintaining secure HR records, and ensuring that access to confidential employee information is restricted to authorized personnel in accordance with organizational policies and applicable data protection requirements.
4. Reporting and Working Relationships
The Human Resources Officer will report to the Executive Director or designated supervisor and will work closely with programme, finance, administration, and other departments to ensure effective human resource management across the organization.
5. Qualifications and Experience
- A bachelor’s degree in human resources management, Business Administration (Specialization in Human Resource Management), or a related field with at least 5 years of relevant experience in human resources management, preferably within an NGO or similar organization.

- A master’s degree in human resources management, Business Administration (Specialization in Human Resource Management), or a related field with at least 2 years of relevant experience in human resources management, preferably within an NGO or similar organization.
- Professional certification in Human Resources Management is an added advantage.
- Training or certification in safeguarding, child protection, gender equality, diversity and inclusion, or organizational development will be an added advantage.
- Good knowledge of employment practices, HR policies, and applicable labor laws in Rwanda.
- Experience in recruitment, talent management, performance management, employee relations, learning and development, safeguarding compliance, and HR administration.
- Strong communication, interpersonal, organizational, and problem-solving skills.
- Good computer skills, including proficiency in Microsoft Office and HR information systems.
- High level of integrity, confidentiality, professionalism, and attention to detail.
