Overview
In line with the 4x4 Health Workforce Reform and Emergency Medical Services Reform, Rwanda is establishing its first accredited Emergency Medical Technician (EMT) and Paramedic Training Program to strengthen pre-hospital emergency care.
The EMT and Paramedic School will be hosted by Rwanda Polytechnic to professionalize prehospital care and align it with international standards. The program will offer a one-year EMT certification and a two-year Paramedic diploma. It follows a competency-based training model that integrates classroom instruction, simulation-based learning, and clinical rotations in hospitals and ambulance services.
To support the establishment and delivery of the program, Expressions of Interest (EOIs) are invited from qualified and experienced professionals for faculty positions in the following three categories.

General Position Details
Location: Rwanda Polytechnic, Kigali, Rwanda
Contract duration: Two years, renewable based on performance and institutional needs
Employment type: Full-time (40-hour work week including teaching, simulation supervision, and administrative tasks)
Coordination: All faculty work within Rwanda Polytechnic and coordinate with the Ministry of Health, Rwanda Biomedical Center - EMS Division, Rwanda Biomedical Centre, and teaching hospitals hosting clinical rotations
1. Program Head (Program Champion) – 1 Position
Serves as the technical lead for the program: guides curriculum implementation and faculty development, support a multidisciplinary teaching team of doctors, nurses, and anesthetists, and builds partnerships with international paramedic institutions for knowledge transfer and quality assurance.
Key Responsibilities
- Lead the academic and operational establishment of the school, overseeing curriculum rollout, teaching schedules, clinical rotations, and simulation-based learning aligned with WHO and African regional EMS standards.
- Mentor local faculty, develop training-of-trainers materials, and run workshops and skills labs for continuous professional development.
- Supervise clinical placements.
- Build international academic partnerships, lead research and qualityimprovement work, and represent the program in national and international forums where applicable.
Qualifications and Experience
Essential:
- Master's degree or higher in Paramedicine or Emergency Medical Services; at least 8 years of field and academic experience as a licensed paramedic with evidence of teaching or program leadership; experience developing or teaching competencybased EMT curricula; sound understanding of ambulance operations, emergency protocols, and inter-facility transport; with strong interest and experience in digital health applications.
Desirable:
- Experience establishing EMS or paramedic programs in LMIC settings; use of digital health solutions such as telemedicine; familiarity with African or WHO emergency care frameworks; and excellent mentorship and cross-cultural communication skills.
2. Senior Lecturer -3 Position
Delivers, supervises, and evaluates training within the curriculum; supports the Program Head in academic management; leads module delivery in areas of expertise; and mentors Assistant Lecturers.
Key Responsibilities
- Deliver theoretical and practical instruction across assigned modules;
- develop lesson plans, case scenarios, and simulation exercises; and assess student competencies (written, OSCE, and field assessments).
- Contribute to course-material development and quality improvement; support simulation labs, skills stations, and assessment tools; and maintain academic records.
- Mentor Assistant Lecturers and take part in faculty meetings and training-of-trainers workshops.
- Support clinical partnerships and applied research, and contribute to scheduling, examinations, and quality-assurance reviews.
Qualifications and Experienc?
Essential:
- Bachelor's degree in Paramedicine, Emergency Medical Services, General Medicine or any other related healthcare field; at least 5 years of experience; familiarity with tech-enabled simulation and digital health-enabled EMS practice; teaching, training, or mentoring experience in EMS, nursing, or medical education; and strong knowledge of emergency care protocols, triage, and ambulance operations
Desirable:
- Master's degree in Paramedicine, Emergency Medicine, or Health Education; simulation-based education or skills-lab management; curriculum development; health-tech or digital health experience; with certification in ALS, PHTLS, ITLS and healthcare data protection

Describe how your clinical, teaching, and mentorship experience will help establish and grow this national program. - Academic Credentials Certified copies of diplomas, degrees, or certificates proving the required qualifications for the position applied for.
- Professional Registration /Licensure Valid registration or license with the relevant professional council, where applicable to your discipline.
- Relevant Certifications (if available) Such as ALS, BLS, PHTLS, ITLS, digital health/health data protect, and any training-of-trainers or simulation-instruction certificates.
- Two Professional References Including current or recent supervisors who can attest to clinical competence and teaching ability.
