1. Job Title: Procurement Officer
Job responsibilities
-
Collect information on tenders to be issued in a given Financial year
-
Participate in the planning and budgeting process of the Institution
-
Prepare the procurement plan
-
Submit the procurement plan to management for approval
-
Make a follow up on the submission of the procurement plan to RPPA and its publication on the institution’s website
-
Follow up on the timely preparation of technical specifications/ToRs
-
Prepare of tender documents
-
Produce tender notices
-
Distribute tender documents and receive bids
-
Organize the opening and evaluation of bids
-
Prepare notification letters for bidders and recommend contract awards.
-
Organize and participate in contract negotiation
-
Provide information/support documents for contract drafting to the Legal affairs
-
Follow-up of contract execution and completion in collaboration with the user department
-
Prepare certificates of completion for suppliers
-
Serve as Secretary to the institution tender committee
-
Produce and submit timely monthly report to RPPA on procurement plan progress
-
Produce procurement report as required by a funding Institution or donor
-
Facilitate Procurement Audit
-
Ensure a proper and safe filling system for procurement information
-
Submit periodical reports to the institution’s management

Bachelor's Degree in Procurement

Bachelor’s Degree in Management with a professional certification such as: Charted Institute of Procurement and Supply (CIPS), Certified International Procurement Professional (CIPP), Certified International Advanced Procurement Professional (CIAPP) or any other recognized procurement professional certification

Bachelor’s Degree in Law with a professional certification such as: Charted Institute of Procurement and Supply (CIPS), Certified International Procurement Professional (CIPP), Certified International Advanced Procurement Professional (CIAPP) or any other recognized procurement professional certification.

2. Job Title: STI Regulations And Accreditation Specialist
Job responsibilities

Review and recommend research permits applications

Put in place and implement a framework for research entities classification and accreditation

Review applications and recommend institutional research accreditation

Collaborate with the STI Policy Analyst on drafting legal and regulatory frameworks

Monitor the implementation of issued research permits and accreditations

Design and recommend regulatory standards and measures benchmarking international best practices

3. Job Title: Research And Innovation Grants Management Specialist
Job responsibilities
-
Develop and introduce research and innovation standardized granting instruments such as tools, templates and guidelines to support grant management
-
Oversee grants application processes.
-
Monitor interventions and programs funded by grants to ensure compliance with established rules and procedures and requirements.
-
Perform functions of grant management and report on status of grant processing and outcomes by regularly leasing with beneficiaries
-
Receive and process technical and financial progress reports from NRIF beneficiaries
-
Prepare financial and other reports related to the NRIF
-
Engage grantees during budget negotiation in line with established guidelines
-
Process grant payments to successful applicants and follow up on all queries related to NCST’s granting process
-
Engage host institutions in elaborating roles to ensure efficient grants management
-
Conduct fields visit to assess progress of NRIF grants
