Exciting Career Opportunity at the Rwanda Social Security Board (RSSB) - Product Owner

The Rwanda Social Security Board (RSSB) is looking for a Product Owner to join its Operations Division. This is an exciting opportunity to contribute to the development of innovative digital products and solutions that support RSSB in achieving its strategic objectives through customer-centric product management.
The Product Owner will play a key role in leading the product development process, working closely with cross-functional teams, leveraging data, analytics, customer insights, and AI-enabled tools to maximize product value while ensuring products meet customer needs and align with organizational goals.
Reporting directly to the Manager, Digital Transformation (or the appropriate reporting line), the successful candidate will work closely with business stakeholders, engineering teams, designers, and other cross-functional teams to ensure products are effectively planned, developed, delivered, and continuously improved.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population. RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation.
RSSB manages six social security schemes: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Saving Scheme).

With assets under management amounting to 3.06 trillion Rwf, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. Key Duties and Responsibilities
- Develop and maintain a product roadmap aligned with organizational goals and strategic priorities,
- Work with stakeholders to understand customer needs, business challenges, market trends, and regulatory requirements.
- Leverage AI tools to support research, documentation, backlog refinement, requirements definition, analysis, and communication.
- Collaborate with engineering, design, and business teams to translate requirements into deliverable solutions.
- Use customer feedback, operational insights, and product data to inform prioritization and decision-making.
- Coordinate product launch, rollout, communication, and adoption activities.
- Identify opportunities to improve products and business processes through automation, analytics, and Al-enabled capabilities.
- Conduct product discovery activities to identify customer pain points, unmet needs, and opportunities for innovation.
- Perform any other product-related duties as may be assigned from time to time.
Key Qualifications and Experience
The successful candidate must have at least:
- Bachelor's Degree in Business, Information Systems, Computer Science, Engineering, or another related field.
- Minimum of two (2) years of relevant professional experience as a Product Owner, Product Manager, Business Analyst, or in another related role.
- Familiarity with AI-powered productivity and product management tools.
- Experience working with cross-functional teams to deliver digital products.
- Strong understanding of customer needs, market trends, and user experience principles.
- Ability to interpret data and customer insights to support decision-making.
- Excellent communication, facilitation, and problem-solving skills.

- Knowledge of the product lifecycle and product development processes.
- Ability to translate business problems into digital, automation, analytics, or AI opportunities.
- Understanding of customer segmentation and target users.
- Strong stakeholder management and collaboration skills.
- Familiarity with Agile methodologies and Scrum practices.
- Ability to prioritize features and manage stakeholder expectations.
- Ability to create clear visual product narratives, workflows, and presentations.
- Ability to leverage AI tools for research, analysis, documentation, communication, and product planning.

- Ability to identify and manage product risks and dependencies.
