Background

The Office of the Auditor General (OAG) is Rwanda's Supreme Audit Institution. It derives its mandate from Articles 166 and 167 of the Constitution of the Republic of Rwanda. This mandate is detailed in the law N° 79/2013 of 11/09/2013, determining the mission, organisation and functioning of the Office of the Auditor General of State Finances. The Office has legal personality, financial and administrative autonomy. OAG is responsible for the following:

1. Auditing and reporting on accounts of all public entities, local administrative entities, public enterprises, parastatal organisations and projects;
2. Conducting financial, compliance, performance (economy, efficiency and effectiveness) and special audits in respect of expenditure in all institutions referred to above;
3. Conducting accountability, management and strategic audits of accounts in the institutions mentioned above.

Job Title: Public Relations And Communication Officer

Job duties and responsibilities

• Create effective communication strategies for OAG
• Coordinate OAG's external and internal communications flow (memos, newsletters, etc.)
• Develop a stakeholder management process by creating and maintaining a contact database and a communication plan that targets key stakeholder groups;
• Write content for OAG website;
• Plan events, seminars and press conferences;
• Communicate with media when necessary;
• Manage media inquiries and arrange interviews, statements, etc.;
• Build long-term relationships with influencers and key stakeholders;
• Develop and implement a strategic social media plan to advance OAG's brand identity; broaden awareness of its programs and priorities and increase the visibility of its programs across key audiences;
• Develop and implement integrated social media strategy to achieve goals including community activation, positive sentiment, exposure, etc.
• Foster good community relations through events such as open days and through involvement in community initiatives;
• Manage the Public Relation aspect of a potential crisis situation.

Job qualifications and requirements

• Bachelor's degree in public relations, communications, journalism or similar relevant fields;
• Proven working experience as a communications officer for (3) years;
• Being not more than 40 years of age; and
• Being a Rwandan citizen;

Additional skills

• Experience and knowledge in copywriting, proofreading and editing;
• Photo and video-editing skills;
• Graphic design skills and familiarity with graphic design software;
• Excellent communication, interpersonal and presentation skills;
• Outstanding organizational and time-management skills.
