Senior Manager, Policy Coordination
Access to Finance Rwanda (AFR)
Position: Full-time | Location: Kigali, Rwanda
The short version
AFR is looking for a Senior Manager, Policy Coordination to help strengthen the policy and institutional environment for agriculture finance and inclusive financial-sector development in Rwanda.
Working under the Chief Strategy Officer and in collaboration with the Advisor to the Minister of State of Agriculture, you’ll serve as a connective and coordinating point across government, regulators, financial service providers, development partners, farmers, agri-SMEs, and other ecosystem actors.
You’ll help ensure that AFR and its partners engage coherently, constructively, and with strong evidence on the policies, strategies, regulations, and institutional issues that shape access to finance.
Why this role exists
Agriculture finance depends on financial products and capital. It also requires policies, institutions, regulations, and relationships that enable farmers and businesses to access and use finance effectively.
We’re looking for someone who can navigate this complex ecosystem, bring stakeholders together around shared priorities, and translate evidence and sector experience into practical policy engagement.
What you’ll do

Coordinate engagement with government, regulators, private-sector actors, development partners, and other agriculture finance stakeholders.

Prepare briefings, policy inputs, position papers, submissions, and other materials for senior-level engagement.

Support reviews of policies, strategies, plans, frameworks, and regulations relevant to agriculture finance and financial inclusion.

Coordinate AFR and ecosystem contributions to government consultations and policy processes.

Support working groups, committees, and coordination platforms, including agendas, documentation, decisions, and follow-up.

Facilitate dialogue and consensus-building among diverse stakeholders.

Identify opportunities for partnership and joint action across the agriculture finance ecosystem and connect relevant actors.

Work with AFR’s Research, Evidence and Policy and Development Impact and Learning teams to ensure engagement is evidence-based and learning is captured.

Maintain an up-to-date understanding of the agriculture finance and financial-inclusion policy landscape and key ecosystem actors.

Identify and escalate significant political, reputational, and relationship risks.
What you bring
We’re looking for a senior policy and stakeholder-engagement professional who combines strong analytical capability, sound judgement, and excellent relationship-building skills.
You should bring:

A bachelor’s degree in economics, agricultural economics, public policy, development studies, finance, business, or a related field.

At least 7 years of relevant experience, including significant senior or managerial experience, in policy, government engagement, financial-sector development, or related work.

Experience engaging and coordinating across government, regulators, private sector, and development partners.

Strong knowledge of agriculture finance and financial inclusion and their wider ecosystems.

Proven ability to translate evidence into clear policy inputs, briefings, submissions, and recommendations.

Experience supporting multi-stakeholder working groups, committees, or coordination platforms.

Strong understanding of the policy-making environment and political economy, with the credibility and discretion to navigate complex institutional relationships.

Excellent written and spoken English.
A master’s degree and experience in agriculture finance, rural finance, financial inclusion, agricultural value chains, or financial-sector development in Rwanda or East Africa would be an advantage. Experience in ecosystem coordination, convening, research, or secretariat Functions would also be valuable. Proficiency in Kinyarwanda and/or French would be an advantage.

Terms & application
This is a full-time position based in Kigali, Rwanda, with an indefinite contract. Remuneration is commensurate with qualifications and experience.
