About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 3 trillion Rwf, which is equivalent to over 15% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities
- Manage staff under direct supervision, including the Officer, Learning & Development.
- Identify skills and talent gaps and recommend appropriate interventions.
- Ensure effective preparation and implementation of the staff training and development strategy and annual training plan.
- Prepare the annual training budget and conduct related market surveys.
- Initiate payment processes for executed trainings with relevant stakeholders.
- Ensure effective management of professional and academic interns and prepare responses to academic research requests.
- Coordinate the evaluation of staff learning and development activities, including implementation of the training matrix and budget.
- Ensure that all aspects of learning and development focus on diversity and inclusiveness to guarantee accessibility to all staff.
- Design career matrices and career experience maps to align talent experiences, internal mobility, and development programs with optimal employee career progression.
- Ensure effective management of in-house trainings and availability of required training materials.
- Ensure regular and consistent training of trainers to enhance in-house capacity building.
- Initiate requests and follow up on training contracts to ensure successful implementation.
- Provide career progression guidance and ensure career pathways are accessible to all staff, embedding inclusion in all career development practices.
- Ensure provision of creative, innovative, and agile learning interventions aligned with the evolving cultural and organizational needs of RSSB.
- Perform any other duties related to the Learning & Development function as may be assigned from time to time.
Key Qualifications and Experience
The successful candidate must have at least:
- Master's Degree in Human Resources Management, Business Administration, Public Administration, or any other relevant field with at least 2 years of relevant experience.
- Bachelor's Degree in Human Resources Management, Business Administration, Public Administration, or any other relevant field with at least 4 years of relevant experience.
