Are you a procurement and supply chain professional with a passion for strategic sourcing operational efficiency, and value creation? The Rwanda Social Security Board (RSSB) is looking for a Senior Officer, Supply Chain Management to join its Operations Division. This is an exciting opportunity to contribute to the efficient management of procurement activities and support RSSB in achieving its strategic objectives through effective supply chain management practices.

The Senior Officer, Supply Chain Management will play a key role in coordinating procurement planning, supporting tendering processes, monitoring supplier performance, and ensuring sompliance with procurement laws, regulations, and internal policies. The role is responsible for contributing to the implementation of procurement strategies that promote efficiency, transparency, value for money, and operational excellence.
Reporting directly to the Manager, Supply Chain Management, the successful candidate will work closely with internal stakeholders and suppliers to ensure procurement activities are effectively planned, executed, and monitored.

Key Duties and Responsibilities

  • Participate in the development and continuous improvement of procurement strategies, policies, and procedures,
  • Coordinate the preparation and implementation of the annual procurement plan.
  • Identify gaps in procurement regulations and internal procedures and recommend appropriate improvements.
  • Support user departments in identifying and planning procurement needs.
  • Assist in monitoring supplier performance and ensuring contractual obligations are fulfilled.
  • Coordinate activities related to tender preparation, evaluation, and award processes.
  • Support the monitoring of procurement contract execution and compliance.
  • Identify procurement risks and recommend mitigation measures.
  • Coordinate procurement budgeting activities and promote cost-efficiency initiatives.
  • Ensure timely preparation and submission of procurement reports.
  • Collaborate with Internal Tender Committees and support effective management of procurement activities.
  • Monitor procurement performance and recommend process improvements.
  • Ensure compliance with applicable procurement laws, regulations, and organizational policies.
  • Perform any other duties related to supply chain management as may be assigned from time to time.

Key Qualifications and Experience

The successful candidate must have at least:

  • Bachelor's Degree in Procurement, Supply Chain Management, Business Administration, Law, Economics, or another related field.
  • Minimum of four (4) years of relevant professional experience in procurement, supply chain management, contract management, or a related area.
  • Strong understanding of procurement planning, tendering processes, contract management, and supplier relationship management.
  • Knowledge of public procurement laws, regulations, and best practices.
  • Professional certification in Procurement, Supply Chain Management, or a related discipline will be an added advantage, Key competencies Technical:
