The Project Manager - E-Archiving & Digitization will lead the planning, design, and implementation of RSSB's enterprise-wide c-archiving and digitization programme. The role is responsible for delivering a compliant, secure, and scalable digital

records environment that supports operational efficiency, regulatory compliance, service delivery, and long-term institutional memory.

The position requires a seasoned project management professional with proven hands-on experience delivering large-scale digitization, records management, or Enterprise Content Management (ECM/EDMS) initiatives, preferably within highly

regulated public-sector or financial environments. The Project Manager will be accountable for end-to-end delivery, from strategy and design through execution, change management, and operational handover.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda.

RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NSTI).

RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 3 trillion Rwf, which is equivalent to over 15% of the country's GDP, RSSB invests in key

Key Duties and Responsibilities

Project Strategy, Planning & Governance

  1. Develop and implement the RSSB e-Archiving and Digitization Strategy and detailed project roadmap, clearly defining project scope, objectives, assumptions, timelines, and success criteria.
  2. Establish effective project governance structures, reporting mechanisms, and decision forums, and prepare and maintain a comprehensive project plan, work breakdown structure (WBS), and delivery schedule.
  3. Manage the project budget to ensure cost control and value for money, while proactively identifying, assessing, and managing project risks, issues, and dependencies

Digitization & Records Management Implementation

  • Lead the design and implementation of end-to-end digitization workflows, from document preparation to secure digital storage. Oversee development of records taxonomy, metadata standards, indexing structures, and retention schedules
  • Ensure implementation of OCR, document classification, quality assurance, and validation processes and Coordinate deployment and configuration of EDMS/ECM platforms and supporting technologies
  • Ensure digitized records are searchable, accessible, auditable, and securely managed

Compliance, Data Protection & Quality Assurance

  • Ensure full compliance with applicable laws, policies, and standards, including Rwanda's data protection and privacy requirements, by embedding records management, confidentiality, access control, and audit controls into system design and processes.
  • Establish and enforce quality assurance standards for digitization accuracy, completeness, and integrity, while supporting audit, legal, and compliance reviews related to records and information management.

Stakeholder Engagement & Change Management

  • Lead cross-functional stakeholder engagement, coordinate internal teams and external partners, and drive organization-wide adoption of digital records systems through structured change management, communication, training, and user support initiatives.

Team Leadership & Resource Management

  • Provide effective leadership to internal and external project teams, ensuring performance accountability, continuous improvement, and optimal utilization of human, technical, and financial resources to deliver agreed project outcomes.

Reporting & Executive Support

  • Prepare clear, accurate, and timely project status reports, escalate issues as required, and produce executive-ready, evidence-based documentation to support decision-making, approvals, reviews, and governance forums for senior management and Executive Committees.

Key Qualifications and Experience

  1. Bachelor's degree in information systems, Computer Science, Records & Archives Management,Information Management, Business Administration, or a related field
  2. A master's degree in project management, Information Management, Digital Transformation, or a related discipline is an added advantage (desirable)

Professional Certification (Desirable)

  1. Project Management Professional (PMP), PRINCE2 Practitioner, or equivalent
  2. Agile, SAFe, or other recognized delivery frameworks is an Added advantage
  3. Records and Information Management certification e.g. ICRM, ARMA, ISO 15489-related training is an added advantage

Experience

  • 10-15 years' experience in project or program management
  • Proven track record delivering large-scale digitization, EDMS, ECM, or records modernization project.
  • Experience managing initiatives involving millions of documents or records
  • Demonstrated experience working in government, social security, financial services, or other highly regulated environments
  • Strong experience managing complex, multi-stakeholder projects under audit and compliance scrutiny

  3. 3-OCR, document classification, metadata management, and indexing standards
