RSWITCH Ltd operates Rwanda’s national e-payment switch. The Company connects banks, microfinance institutions, mobile money operators and payment service providers into a single interoperable network, and provides transaction switching, clearing and settlement, card issuance and management under its SmartCash brand, and third-party processing services. 

RSWITCH operates and manages eKash, Rwanda’s National Digital Payment System, which now carries all domestic interoperable retail payments between bank accounts and mobile wallets under the oversight of the National Bank of Rwanda. As the infrastructure at the centre of Rwanda’s payment ecosystem, RSWITCH plays a direct role in advancing the affordability, reliability and inclusiveness of digital payments across the country.

The role

RSWITCH is seeking a suitably qualified and experienced Senior Tax Officer to take operational ownership of the Company’s tax affairs. As the Company’s national role and transaction volumes expand, the position will strengthen tax compliance, tax accounting and tax controls; provide sound advice to management on the tax implications of business decisions; and serve as the Company’s principal operational point of engagement with the Rwanda Revenue Authority, external auditors and tax advisers. The role is a senior individual-contributor position within the Finance Department.

Key responsibilities

  • Manage tax compliance across all applicable taxes, including accurate and timely filings, payments, reconciliations and maintenance of supporting records.

  • Advise management on the tax implications of new products, contracts, transactions and changes in the Company’s operating model before they are executed, and identify lawful, commercially supportable tax-planning opportunities.

  • Coordinate engagements with the Rwanda Revenue Authority, including audits, queries, assessments and disputes, and work closely with external auditors on tax accounting and reporting.

  • Develop and maintain the Company’s tax-risk framework, controls, procedures and documentation, and report on tax risks to the Chief Finance Officer.

  • Provide practical tax guidance to Finance and other departments and support the broader Finance function as required.

Qualifications and experience

  • A bachelor’s degree in Accounting, Finance, Taxation, Economics, Business Administration or a related discipline.

  • A full professional accounting qualification (ACCA, CPA or equivalent). Additional taxation training or certification will be an advantage.

  • At least five years of relevant professional experience in taxation, accounting or financial reporting, of which at least three years of substantial hands-on tax experience, including responsibility for corporate income tax, VAT and withholding-tax compliance.

  • Demonstrable experience engaging with the Rwanda Revenue Authority or another tax authority and with external auditors, and advising on the tax implications of transactions and contracts.

  • Strong knowledge of Rwanda’s tax laws and their practical application, and working knowledge of tax accounting under IFRS.

  • Experience in payments, financial services, fintech, telecommunications, technology or another regulated and transaction-intensive sector will be an advantage.

  • Strong analytical ability, commercial judgement, integrity and close attention to detail, with excellent communication, stakeholder-management and report-writing skills.

  • Professional fluency in English is required; knowledge of Kinyarwanda and French will be an advantage.
