DEPOT SUPERINTENDENT

Location: Gatsata, Kigali, Rwanda

Reports To Depot Manager

Employment Type: Full-Time, on-site.

ABOUT THE ROLE

We are seeking an experienced, disciplined, and results-oriented Depot Superintendent to lead and coordinate the day-to-day operations of a petroleum storage and distribution facility. The successful candidate will be responsible for ensuring the safe, efficient, and compliant receipt, storage, and dispatch of petroleum products while maintaining the highest standards of Health, Safety, Environment, Quality (HSEQ), operational excellence, stock integrity, customer service, and regulatory compliance.

This is a key leadership role that requires a strong operational background, excellent people management skills, sound technical knowledge, and a commitment to continuous improvement. The Depot Superintendent will support the Depot Manager in achieving operational objectives while ensuring that depot activities are conducted safely, efficiently, and in compliance with company standards and legal requirements.

KEY RESPONSIBILITIES

Operational Leadership

  • Supervise and coordinate all depot operational activities including product receipt, storage, and dispatch.
  • Ensure safe, efficient, and uninterrupted depot operations.
  • Monitor depot performance and implement operational improvements.
  • Ensure operational readiness and availability of depot facilities and equipment.
  • Support the Depot Manager in achieving operational and business objectives.
  • Drive operational discipline and adherence to approved procedures and standards.

Health, Safety, Environment & Quality (HSEQ)

  • Lead implementation of company HSEQ policies, standards, and programs.
  • Promote and maintain a strong safety culture across the depot.
  • Ensure compliance with Process Safety Management (PSM) requirements.
  • Conduct safety inspections, audits, toolbox talks, and safety meetings.
  • Lead investigations of incidents, near misses, hazards, and environmental events and ensure corrective actions are implemented.
  • Ensure compliance with Permit-to-Work (PTW) requirements and safe systems of work.
  • Ensure all employees, contractors, visitors, and drivers receive appropriate safety inductions.
  • Maintain emergency preparedness and coordinate emergency drills and exercises.
  • Ensure compliance with environmental requirements and pollution prevention measures.
  • Drive continuous improvement in HSEQ performance.

Stock Management & Product Integrity

  • Ensure accurate stock accounting, reconciliation, and inventory management.
  • Monitor product gains and losses and investigate variances.
  • Ensure product quality standards are maintained at all times.
  • Oversee daily, weekly, and monthly stock reconciliations.
  • Ensure all custody transfer and measurement equipment remains calibrated and fit for purpose.
  • Maintain strict controls to prevent contamination, losses, and unauthorized product movements.

Regulatory & Compliance Management

  • Ensure compliance with all applicable petroleum, environmental, occupational safety, and local authority regulations.
  • Monitor validity and renewal of all licenses, permits, and statutory certifications.
  • Coordinate internal and external audits and ensure timely closure of findings.
  • Represent the company during inspections and engagements with regulatory authorities and other stakeholders as required.

Customer Service & Distribution Operations

  • Ensure customer orders are processed and loaded efficiently and accurately.
  • Monitor loading performance and truck turnaround times.
  • Supervise transporters and drivers to ensure compliance with company requirements.
  • Ensure loading and dispatch activities are conducted safely and efficiently.
  • Investigate and resolve customer complaints promptly.
  • Drive continuous improvement in customer service delivery.

Cost & Performance Management

  • Monitor and control depot operating costs.
  • Support budget preparation and cost management initiatives.
  • Analyze depot operational performance and recommend improvements.
  • Optimize utilization of personnel, equipment, and resources.
  • Support implementation of operational excellence initiatives.

Maintenance & Asset Management

  • Coordinate with maintenance teams to ensure reliability and availability of depot assets.
  • Ensure preventive and corrective maintenance activities are effectively planned and executed.
  • Monitor equipment condition and report defects promptly.
  • Participate in facility inspections and asset integrity programs.

Leadership & People Management

  • Lead, supervise, coach, and develop depot personnel.
  • Build a high-performing and accountable team culture.
  • Ensure staff competency through training, coaching, and development programs.
  • Conduct performance evaluations and support employee development plans.
  • Promote teamwork, communication, and employee engagement.
  • Ensure compliance with company policies, procedures, and standards.

MINIMUM QUALIFICATIONS

Education

  • Bachelor's Degree in Engineering (Mechanical, Chemical, Industrial, Electrical, Process, or a related discipline) from a recognized institution.
  • Additional training or certification in Health, Safety & Environment (HSE), Process Safety
  • Management (PSM), Operations Management, Leadership, or Supply Chain
  • Management will be an added advantage.
  • Membership in a recognized professional body is an added advantage.

Experience

  • Minimum of 5–8 years' experience in depot operations, terminal operations, petroleum logistics, manufacturing operations, process industries, or a similar industrial environment.
  • At least 3 years' experience in a supervisory or leadership role, managing operational teams, contractors, and frontline personnel.
  • Demonstrated experience in managing operational safety, stock control, regulatory compliance, and performance improvement initiatives.
  • Experience within the petroleum, energy, chemical, LPG, or bulk liquids storage industry will be a distinct advantage.
  • Proven track record of leading teams in a high-risk operational environment while maintaining strong safety and operational performance.

Knowledge & Skills

  • Strong knowledge of petroleum depot operations, fuel handling, storage, and distribution systems.
  • Sound understanding of Process Safety Management (PSM), Permit-to-Work (PTW) systems, operational risk management, and emergency response.
  • Knowledge of ISO 9001 Quality Management Systems, ISO 14001 Environmental
  • Management Systems, ISO 45001 Occupational Health & Safety Management Systems, and Operational Excellence programs.
  • Strong understanding of stock management, inventory reconciliation, loss control, and metering systems.
  • Experience in budgeting, cost control, and performance management.
  • Strong analytical, problem-solving, and decision-making skills.
  • Ability to prepare, analyze, and present operational and management reports.
  • Strong leadership, coaching, and team development skills.
  • Excellent communication, stakeholder engagement, and interpersonal skills.
  • Proficiency in Microsoft Office applications and ERP systems.
  • High level of integrity, accountability, and attention to detail.

Other Requirements

  • Fluent in English (written and spoken).
  • Physically and medically fit to work in an operational depot environment.
  • Willingness to work extended hours, weekends, and public holidays when operationally required.
