1. Job Title: Procurement Officer

Job responsibilities

  • Ensure the permanent secretarial services of the tender committee meeting;

  • With Support from user departments, prepare the tender documents in conformity with law requirements

  • Design public procurement plan;

  • Publish and distribute tender documents;

  • Receive and keep submitted bids in secure places;

  • Participate in the opening and evaluation of bids;

  • Prepare the letters for notification of tender awards;

  • Design the required reports on the tenders awarded;

  • Ensure the monitoring of contract execution with the service user,

  • Provide information and documentation required by the Rwanda Public Procurement Authority (RPPA) board;

  • Display on the Rwanda Public Procurement Authority’s notice board all information concerning the institution’s tenders;

  • Execute any other assignment specified in the regulations.

Qualifications

  • Bachelor's Degree in Economics, Management, Law, Procurement, Accounting, Public Finance with 0 Year of relevant experience

  • Knowledge of grades, qualities, supply and price trends of commodities

  • Computer Skills

  • Excellent Communication Skills

  • Team working Skills

  • Knowledge of state contracting laws, regulations and procedures

  • Knowledge of business and purchasing practices;

  • Negociation skills

  • Fluent in Kinyarwanda, English and French

2. Job Title: Registration Officer

Job responsibilities

  • Collect and file all administrative data related to the training sessions,

  • Process applications from initial enquiry through to enrolment within the agreed timescales and admissions procedures;

  • Contribute to the development of admissions processes and systems,

  • To keep and maintain record pertaining to the students/trainees admitted in the institute,

  • Market the training programs,

  • Develop effective working relationships with trainees,

  • To handle student queries,

  • Assists students/trainees with questions about admissions process and give out information as needed,

  • Acknowledge receipt of applications for admission, transcripts, and test scores,

  • Evaluate applications and make decisions regarding suitability for training enrolment against the agreed training criteria;

  • Prepare and issue student degree audits for graduation;

  • Produces codes for certificates as per student matriculations,

  • Ensures that student’s results are entered into the MIS and graduates those whose reports are up to dates,

  • Produces regular accurate reports as required and statistics of successful and unsuccessful graduates,

  • Provides a up to date list of fees and non-fee-paying students as per the registration database,

  • Prepare regular inventory of movable training materiel,

  • Update stock form,

  • Make inventory of training needs materials,

  • Request training materiel,

  • Distribute training materials to different users,

  • Plan for procurement for training materiel,

  • Avail training materiel in class,

  • Training cession organization and supervision,

  • Any other duties assigned by the superior in line with the job

Qualifications

  • Bachelor’s Degree in Public Administration, Sociology, Law, Education with 0 Year of relevant experience

  • Strong IT skills

  • Fluency in Kinyarwanda, English and/ or French; knowledge of all is an advantage
