A. About GIZ and the Project

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi and as well as selected regional activities and projects. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digital Transformation and Digital Economy; and regional projects in the Great Lakes Region.

"Feminism in Action for Structural Transformation" (FAST) is a global German development cooperation program that promotes the implementation of innovative feminist measures. FAST supports the practical implementation of the Feminist Development Policy of the German Federal Ministry for Economic Cooperation and Development (BMZ). The aim is to pilot innovative feminist approaches, make learning experiences visible and scalable and promote the international exchange of methods and knowledge on feminist development policy.

In Rwanda, the FAST project focuses on good governance through gender data and digitalization to advance gender equality and prevent gender-based violence (GBV). Its key focus areas are GBV, gender data and digitalization, governance, and care work. The project strengthens collaboration between feminist movements, civil society, and government institutions to support gender-responsive policy processes, build cooperation structures and networks, and enhance capacities for using feminist data and implementing transformative and intersectional approaches to gender equality.

GIZ Rwanda is searching a candidate for the position of Gender Data and Intersectionality Advisor.

Your Role & Responsibilities

B. Responsibilities

The Gender Data and Intersectional Advisor perform the following tasks: 

In her/his role the Gender data and Intersectionality Advisor will be responsible for: 

• Technical, substantive and organizational implementation of a project’s measures and activities. 
• In consultation with the line manager and the FAST Technical Lead, the Gender Data and Intersectionality Advisor will also assume tasks related to planning, steering and monitoring the project activity in regard to Gender Data and intersectionality, including project administration tasks in some cases. 
• She/He will also be responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the project and commission’s outcomes.

In addition, she/he will contribute to the conceptual design of the project, in particular its modification or realignment.

• The Gender Data and Intersectionality Advisor will make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the project and provide impetus for further strategy development.
• In consultation with the team colleagues and line manager, the Gender Data and Intersectionality Advisor will coordinate all issues within her/his area of work and ensure that they are dealt with promptly and competently. 
• She/he will resolve problems that arise in her/his area of responsibility on the basis of existing rules and draw attention to more complex challenges in her/his responsibilities and in the team.
• She/He will be involved in ongoing process development within her/his remit, will be responsible for knowledge management and prepare and share documentation. If required, she/he will also support other experts in familiarizing themselves with and performing their tasks.

She/he will perform additional tasks assigned by the line manager, where required. . 

C. Tasks 

1. Development of (digital) methods and instruments

• Moderation of consultation processes between governmental and civil society actors to jointly develop Gender Data tools
• Capacity Development to CSO partners on developing digital methods and instruments

2. Expert advice on Gender Data and Intersectionality

• Support for governmental and non-governmental actors involved in political processes
• Advice on application of feminist objectives in political instruments, e.g. gender budgeting tools, gender mainstreaming instruments, instruments for gender-responsive impact assessment, gender data and data feminism principles and content, application of intersectional and inclusive perspectives, etc.
• Supporting the preparation and implementation of baseline assessments and editing/preparation of recommendation papers etc. by creation of Terms of Reference and the monitoring of activities
• Capacity Development of feminist CSOs at national level and fostering global exchange

3. Other duties / tasks 

• Contribute to and exchange with other Gender-related projects of GIZ Rwanda on synergies and joint activities
• Contribute to Knowledge Management of both the global project, sectoral networks, and GIZ Rwanda with regards to gender topics.
• Active participation in GIZ Rwanda’s Gender Working Group
• Active participation in other sectoral internal exchange formats as requested
• Technical support to other cluster projects’ Gender Focal Points

D. Required Qualifications, Competences and Experience

Qualifications

• Master’s degree in an area that is related to the projects’ objectives, e.g. Gender Studies, Governance, Social Work and Capacity Development, with a focus on a relevant field or 
• bachelor’s degree with extensive experience in comparable positions with 

Professional experience

• Five years professional experience in implementing projects in gender, feminist development policy and/or (S)GBV 
• 3 years experience working with gender data and applying intersectional feminist approaches in development, governance, or social justice initiatives
• Strong understanding of social norms transformation, human rights-based and gender transformative approaches
• Track record in the successful establishment of partnerships and networks, including with development partners, government institutions, civil society and/or private sector companies
• Proven ability to design, lead and organize processes, particularly in the context of gender data, and intersectionality.

Other knowledge, additional competences

• Fluency in English and Kinyarwanda, both oral and written and good verbal communication skills
• Proficiency in working with MS Office (Word, Excel, PowerPoint) Outlook and MS teams
• Familiarity with digital tools for data management, analysis, and visualization (e.g. statistical software, dashboards, or digital platforms).
• Ability to thrive in a multicultural and multidisciplinary environment
• Proactive and results-oriented work ethic
• Team player with the ability to work with minimum supervision
• High level of cultural sensitivity and diplomacy
• Dynamic, flexible, and able to work under pressure
