JOB PURPOSE

The General Services Manager is responsible for ensuring that the Bralirwa office facilities are in the right standards and provide a safe work environment.  The role is also responsible for office services, and other essential operational such as canteen management, offices tools, etc., which enable the organization to function effectively.

Context

The General Services Manager role is established to provide dedicated oversight and coordination of all general services functions within the Company. As operational support needs grow in complexity and scale, these activities require focused leadership to ensure they are delivered consistently, efficiently, and in alignment with Company standards.

This role ensures that essential non?core yet business?critical services—such as facilities management, office services and administrative support—are well?managed and optimized to enable smooth daily operations across the company. By centralizing responsibility under a dedicated manager, the Company aims to enhance service quality, improve accountability, and ensure that general services activities effectively support overall business performance.

KEY RESPONSIBILITIES AND ACTIVITIES

General Facilities maintenance

  • Ensure high quality standards of offices facilities, canteen and Reception desk and company housing.
  • Define the job to be done and related budget in collaboration with the Engineering Team
  • Coordinate with relevant stakeholders to ensure timely execution and cost efficiency.
  • Maintain excellent stakeholder engagement and  ensure alignment on refurbishment activities
  • Advise the Management on effective use of company facilities.
  • Supervise the implementation of new projects and upgrades of facilities.

Company Facilities Management

  • Ensure relevant subcontractors maintain high standards of hygiene in cleaning and gardening to enhance a high productive work environment
  • Define the performance indicators of relevant sub-contractors and monitor the execution of the service agreement
  • Ensure the service providers on the sites are properly trained and compliant to the standards set.
  • Responsible for the preparation and management of the allocated budget
  • Acts as a supervisorof the 3rd parties falling under the scope of company facilities management
  • Responsible to report and handle all deviations related to concerned 3rd parties

Administrative and Office Services

  • Oversee office assets , including furniture and IT peripherals.
  • Ensure the company facilities policies and procedures are updated and communicated
  • Ensure that employees have necessary work tools (desk and chairs, computer, phone, PPE, etc.)
  • Propose and plan the office work plan and sitting arrangement
  • Plan and get all materials ready in advance so new employees can start working without delay
  • Facilitate new employees induction plan by ensuring early calendar booking for facilitators
  • Prepare the budget of office materials to be provided to new employees or to be replaced
  • Ensure leavers have returned all company materials/assets before leaving and final pay

Bralirwa Reception desk

  • Responsible for Reception desk management
  • Ensure the Reception area responds to the Company Brand level (tidiness, updated branding, etc.)
  • Ensure the Reception officers are responding to the company standards
  • Ensure the safety induction for visitors is processed properly and in all Rwandan official languages

Employees’ Events Coordination

  • Manage negotiations and contracts for event spaces; coordinate venue bookings, catering, supplies, audiovisual equipment, travel, and decoration to ensure quality standards are met.
  • Conduct research and site visits to support staff in evaluating event options.
  • Recommend improvements to event planning and execution processes.
  • Serve as the primary liaison with vendors on all event?related matters.
  • Support the preparation and review of event contracts.
  • Coordinate Friday drinks and monthly special drinks
  • Coordinate event budget preparation and provide regular progress updates to Management

Housing

  • Ensure maintenance of the Company housing is properly done.
  • Prepare the company housing policy and monitor its implementation.

Budgeting and Cost Control

  • Prepare and manage the general services annual budget.
  • Monitor expenditures and analyze cost-saving opportunities without compromising service quality.

QUALIFICATION AND SKILLS

  • Bachelor's Degree in HRM, Management, Social Sciences
  • 1-3 years of working experience in administration
  • Highly organized, efficient and productive
  • Able to work autonomously and efficiently to ensure end-to-end running of activities
  • Good time management, prioritization and multitasking abilities
  • Excellent interpersonal skills to build strong relationships with colleagues
  • Effective communication, including speaking, writing and active listening
  • Methodical about analyzing processes and systems to fully understand their functions
  • Leadership skills, like motivation, goal setting and monitoring progress

OTHER REQUIREMENTS

  • Be able to work in multi-cultural, multi-national and multi-lingual organization
  • Excellent and effective communication and interpersonal skills
  • Time Management and Organizational Skills
  • High level of commitment and working with minimal supervision
  • Must be proactive, reliable and able to pay keen attention to the smallest of details
