This role is responsible for providing strategic leadership, oversight and direction for all specialised legal services related to the mobilisation, investment and management of RSSB's financial resources, Schemes and assets and ensures alignment with the overall legal strategy set by the Chief Board and Legal Services Officer.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 3 trillion Rwf, which is equivalent to over 15% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. Key Duties and Responsibilities

  1. Lead and manage the Legal Specialised Services Department, setting priorities, work plans and performance targets.
  2. Translate RSSB's strategic objectives into actionable legal strategies supporting investment and asset management.
  3. Advise the Chief Board and Legal Services Officer and Senior Management on complex, high-risk and high-value legal matters.
  4. Provide final review, validation and sign-off on major legal opinions, contracts and investment-related legal instruments.
  5. Oversee legal advice related to derivatives, structured finance, risk management instruments and complex investment transactions.
  6. Ensure consistency, quality and legal soundness of all specialised legal outputs.
  7. Provide senior legal leadership on joint ventures, mergers, acquisitions, restructurings, incorporations, dissolutions and liquidations.
  8. Guide legal structuring of investments, subsidiaries and special purpose vehicles.
  9. Oversee legal frameworks governing RSSB subsidiaries and investee companies.
  10. Identify, assess and manage legal and regulatory risks related to investments and asset management
  11. Ensure full compliance with applicable laws, regulations, policies and governance standards.
  12. Oversee legal and regulatory monitoring and ensure timely institutional response to legal changes.
  13. Represent RSSB in high-level negotiations with financial institutions, regulators, development partners and external counsel.
  14. Provide authoritative legal input in Asset and Liability Management Committee (ALMCO) deliberations and related forums.
  15. Lead, mentor, coach and evaluate Legal Counsel and other staff within the department.
  16. Approve performance evaluations, training plans and succession planning for the department.
  17. Foster a culture of professionalism, accountability, integrity and continuous improvement.
  18. Prepare and submit consolidated departmental reports to the Chief Board and Legal Services Officer.
  19. Provide strategic legal input into Management and Board reports related to investments and asset management.
  20. Perform any other duties related to specialised legal services as assigned by the Chief Board and Legal Services Officer

Key Qualifications and Experience

  1. Master's Degree in Business Law, Tax Law, Insurance Law, Economic Law, Commercial Law or any other relevant field with at least 6 years' relevant experience, 2 of which should have been in senior supervisory role OR
  2. Bachelor's Degree in Law with at least 8 years' relevant experience, 2 of which should have been in senior supervisory role Membership to the Rwanda Bar Association is an added advantage

Tecnical Competencies:

  1. Strong knowledge of Business Law, Tax Law, Insurance Law, Economic Law or Commercial Law
  2. Strong knowledge of investment and financial sector
  3. Strong experience in dealing with investment and shareholders agreements
