Background 

The Office of the Auditor General (OAG) is Rwanda's Supreme Audit Institution. It derives its mandate from Articles 166 and 167 of the Constitution of the Republic of Rwanda. This mandate is detailed in the law N° 79/2013 of 11/09/2013, determining the mission, organisation and functioning of the Office of the Auditor General of State Finances. The Office has legal personality, financial and administrative autonomy.

OAG is responsible for the followings:

  1. Auditing and reporting on accounts of all public entities, local administrative entities, public enterprises, parastatal organisations and projects;
  2. Conducting financial, compliance, performance (economy, efficiency and effectiveness) and special audits in respect of expenditure in all institutions referred to above;
  3. Conducting accountability, management and strategic audits of accounts in the institutions mentioned above.

Job Title: IT Officers

I. IT Officer In Charge Of Software, Database Administrator And Webmaster

Number Of Vacant: One (1)

a) Job Summary

Under the supervision of the Director of ICT, the IT Officer in charge of Software, Database Administrator and Webmaster is responsible for strengthening and administrate all OAG ICT Software and website to enable ICT Department in achieving its operational strategic focus so as to achieve the overall OAG strategic objectives.

b) Job responsibilities

  • Install and maintain the performance of Database Servers; Responsibility for the evaluation of database software purchases;
  • Supervision of modifications to any existing database software to meet OAG needs Make sure that data is available to users, and that it's kept secure from unauthorized access or accidental loss or corruption;
  • Informing end users of changes in databases and train them to utilize systems;
  • Ensuring the security of OAG data;
  • Develop processes for optimizing Database Security;
  • Set and maintain database Standards.
  • Manage database access;
  • Research and recommend innovative, and where possible automated approaches for OAG information asset;
  • Perform daily backup operations, ensuring that all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary;
  • Maintain operational, configuration, or other procedures;
  • Perform periodic performance reporting to support capacity planning;
  • Designed professional presentations for training sessions, executive reports and citizens reports for digital and print media;
  • Proficient in Microsoft PowerPoint and Google Slides;
  • Ensured brand consistency across all presentation materials while delivering polished, high-quality slide decks within tight deadlines;
  • Created custom slide layouts, infographics, charts, icons, and animations to simplify complex information and enhance audience engagement;
  • Proficient in Adobe Creative Suite, including Photoshop, illustrator, and InDesign, with a strong understanding of typography, color theory, and layout design;
  • Manage and update OAG website;
  • Any other activity as Management may assign.

c) Job requirements

  • Bachelor's degree in Computer Engineering, Information Technology, or Software engineering;
  • At least two (2) years of proven work experience in ICT field;
  • Being 30 years old or less
  • Being Rwandan citizen

II. IT Officer In Charge Of Help Desk And User Support

Number Of Vacant: One (1)

a) Job Summary

Under the supervision of the Director of ICT, the IT Officer in Charge of Help Desk and User support is responsible for ensuring that OAG ICT users are receiving the adequate ICT support in order to achieve their objectives as well as the overall OAG strategic objectives.

b) Job responsibilities

  • Maintenance and repair of ICT equipment including the lift;
  • Support and providing advice to end-users on software and hardware related problems;
  • Assists staff in the use of information systems and applications;
  • Any other activity as Management may assign.

c) Job requirements

  • Bachelor Degree in Computer science, Computer engineering, Information technology, Information systems, Management information systems, Business information technology from a recognized University;
  • Knowledge in maintenance of ICT equipment;
  • A proven ability to work on his/her own initiative is critical and also as part of a team providing IT support to a varied user base;
  • At least two (2) years of proven work experience in ICT field;
  • Being 30 years old or less;
  • Being Rwandan citizen

  3. Required academic degree and those who studied outside the country must have the equivalent proof of the degree;
  4. Proof of requested work experience;
  5. A copy of National Identity Card;
  6. Having completed at least three (3) years of service in the same public institution for those candidates who are currently a public servant.
  7. Being ready to start job within a period not exceeding one (1) month after publication of the overall results.
