Job description

1. Job Title: Accountant A1 (17 Positions)

Job responsibilities

  • Payments of the received requests (Invoices from Suppliers, salaries, and related benefits) in finance

  • Recording of Financial transactions in the Health Center’s books of accounts

  • Filling and reporting of Financial Statements

  • Daily Control of the revenues received by the cashier and whether all money is recorded in the cash journal and deposited in the bank account of the health center

  • Deal with human resource activities

  • Follow up and facilitate the procurement process and procurement plan

  • Follow up and facilitate inventories and assets of the health center

  • Follow up on finance transactions and reporting system

  • Comply with tax declaration regulation

  • Perform other related duties as required by his/her supervisor

Qualifications

  • Advanced Diploma in Accounting, Public Finance with 0 Year of relevant experience

  • Bachelor's Degree in Accounting, Finance with 0 Year of relevant experience

  • Bachelors’ Degree in Finance, Accounting with Professional Qualification recognized by IFAC (ACCA, CPA) with 0 Year of relevant experience

  • Bachelor's in Management with specialization in Finance/Accounting with 0 Year of relevant experience

Required competencies and key technical skills

  • Resource management skills

  • Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.

  • Proficiency in financial management systems

  • Knowledge of accounting, financial reporting and auditing standards (Such as IPSAS; IFRS; ISSAs)

2. Job Title: Social Workers (14 Positions)

Job responsibilities

  • Identify psychosocial cases and work with them to find adequate solution for their problem;

  • Manager all Social services supplies and equipment in the institution

  • Provide Monthly report on social activities to the his/her direct supervisor

  • To advocate for helping clients to get resources that would improve their well-being

  • To coordinate the activities of sponsors in wards;

  • To educate patients individually or groups for behavior change;

  • To educate patients and their close relatives on the management of the patient’s condition and its consequences;

  • To educate patients individually or groups for behavior change

  • To identify psychosocial cases and work with them to find adequate solution for their problem;

  • To manage all departmental supplies and equipment

  • To organize and coordinate the international Patients’ day;

  • To organize and manage packages of support to enable patients to lead the fullest lives possible

  • To organize the social reintegration of abandoned and invalid patient (Home visit);

  • To serve as liaison between patients, healthcare providers and sponsors;

Qualifications

3. Job Title: Cashiers A2 (12 Positions)

Job responsibilities

  • Submit daily handover the final sum of cash collected to the principal cashier for deposit to bank account of health facility. registration payments

  • Collect all revenue collected on daily basis from health facility clients/patient - Deposit all revenues collected to Chief cashier/ accountant

  • Deposit all revenues collected to the bank account of the health facility

  • Check Receipts Filling of consultations, medicines, complementary tests

  • Coordinate the activities of cashiers and reassure entry operations of the fund.

  • Perform other related duties as required by his/her supervisor

Qualifications

  • Advanced Diploma in Accounting, Commerce and accounting, Commerce with 0 Year of relevant experience

  • Diploma(2) in Accounting with 0 Year of relevant experience

Required competencies and key technical skills

  • Resource management skills

  • Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.

  • Proficiency in financial management systems

4. Job Title: Data Managers A1/A0 (6 Positions)

Job responsibilities

  • Ensure timeliness, accuracy, completeness of data collected at the health facilities

  • Supervise and provide instructions for workers collecting and tabulating data.

  • Collection, analysis, interpretation and production of hospital Statistics

  • Report results of statistical analyses, including information in the form of graphs, charts, and tables.

  • Consolidate statistical reports from different services/departments and projects operating under hospital.

  • Provide reports of birth, death audit, disease surveillance and other HMIS reports to the supervisors

  • Data entry and actively participate in internal and external data quality assessment

  • Supervise health centers in the catchment area to verify the reliability and quality of data.

  • Participate in hospital operational research and monitoring& evaluation activity

  • Perform other related duties as required by his/her supervisor

Qualifications

  • Bachelor's Degree in Applied Mathematics, Data Science with 0 Year of relevant experience

  • Advanced diploma in Information and Communication Technology, Environmental Health Sciences, Public Health, Community Health, Statistics, Nursing, Information Systems, Clinical Health and Community Health, Paramadecal, Global health with 0 Year of relevant experience

  • Bachelor's Degree in information Systems, Demography with a recognized professional certification such as: Data Management, Data Quality or any other recognized Data management professional certification is eligible. with 0 Year of relevant experience

Required competencies and key technical skills

  • Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.

  • Ability to present statistical results and conclusions effectively in appropriate tabular, graphic and written forms

  • Knowledge and skill in M&E, health data analysis, management and reporting

  • Ability to design and use of health Information systems platforms for data

  • Knowledge and understanding of the Rwanda Health system

5. Job Title: Infrastructure Maintenance Officer

Job responsibilities

  • Creates feasibility study by analyzing engineering design, conducting environmental impact studies, and assembling data

  • Designs construction projects by studying project concept, architectural drawings, and models

  • Determines project costs by calculating labor, material, and related costs

  • Prepares engineering design by collecting and studying reports, maps, drawings, blueprints, aerial photographs, and tests on soil composition, terrain, hydrological characteristics, and related topographical and geologic data.

  • Administer supervision of engineers and other maintenance personnel works;

  • Collaborate closely with the Environmental and Hygiene Team to ensure all new projects, works and improvements are sustainable, well designed and fit for purpose;

  • Collaborate with design engineers on upgrade and development projects by providing technical input to the infrastructure design;

  • Completes construction projects by preparing engineering design and documents and confirming specifications.

  • Confirms adherence to construction specifications and safety standards by monitoring project progress, inspecting construction site, and verifying calculations and placements.

  • Produces engineering documents by developing construction specifications, plans, and schedules

  • Undertake maintenance schedules, regular inspection, maintenance, repair and replacement of items infrastructure;

  • Undertake proactive health and safety inspections, audits, monitoring and preventive maintenance for all infrastructure sites

  • Submit monthly, quarterly and annually report to the supervisor

  • Perform any other duties assigned by his/her supervisor.

Qualifications

  • Bachelor's Degree in Civil Engineering, Construction Technology, Building and Construction Technology, Building Construction with 0 Year of relevant experience

  • Advanced Diploma in Civil Engineering, Building & Construction, Construction Technology, Building Construction with 0 Year of relevant experience

Required competencies and key technical skills

  • Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.

  • Knowledge and understanding of the Rwandan legal and policy framework relevant to urban planning and building construction

  • Knowledge of civil engineering and physical designs review/analysis

  • Demonstrated deep knowledge in infrastructure technologies

  • Knowledge in standards required to preserve the Master Plan

  • Demonstrated expertise across operations, engineering and architecture

  • Knowledge of infrastructure deployment, testing and deployment processes

  • Demonstrated knowledge implementing Disaster Recovery configurations and approaches

  • knowledge of hospital infrastructure planning and design is an added value

  • Knowledge of CAD, computer assisted drawing is an added value
