1. Job Title: Internal Auditor Specialist (2 Positions)

Job responsibilities

  • Develop and implement risk-based internal audit plans in line with the RBC's strategic objectives.

  • Conduct financial, operational, compliance, and performance audits to evaluate the adequacy and effectiveness of internal controls, governance processes, and risk management systems.

  • Assess compliance with applicable laws, regulations, policies, procedures, donor requirements, and internal guidelines.

  • Review the reliability and integrity of financial and operational information and evaluate the effectiveness of systems used to generate such information.

  • Evaluate the efficiency and effectiveness of RBC operations and recommend improvements to enhance performance and accountability.

  • Identify control weaknesses, operational risks, and instances of non-compliance, and propose practical recommendations to mitigate identified risks.

  • Prepare comprehensive audit reports detailing audit findings, risk assessments, conclusions, and recommendations for management action.

  • Follow up on the implementation of agreed audit recommendations and report the status of corrective actions to management.

  • Conduct special audits, investigations, and fact-finding assignments in response to allegations of fraud, misuse of resources, or management requests.

  • Perform any other duties related to internal audit as assigned by the Head of Internal Audit or senior management.

Qualifications

  • Bachelor's Degree in Accounting

    3 Years of relevant experience

  • Bachelor's Degree in Finance

    3 Years of relevant experience

  • Bachelor's Degree in Business Administration with specialization in Finance

    3 Years of relevant experience

  • Bachelor's degree in business administration with specialization in accounting

    3 Years of relevant experience

  • Master’s Degree in Accounting, Finance with CPA/CPFA/CPFM intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers) with one (1) year of relevant working experience.

    2 Years of relevant experience

Required certificates

  • Having CPA or CPA Intermediate level, CIA/CPFA/CPFM or ACCA Part1

Required competencies and key technical skills

  • Ability to maintain discretion and confidentiality

  • High integrity and professional ethical standards

  • Ability to work under minimal supervision

  • Ability to work independently and lead a team

2. Job Title: Senior Civil Engineer

Job responsibilities

Project Management & Coordination:

  • Oversee construction projects from planning to completion, ensuring they meet quality standards, budget, and deadlines.

  • Collaborate with contractors, architects, and engineers.

Construction & Infrastructure Development:

  • Ensure health infrastructure projects comply with regulations and incorporate necessary health and safety features.

  • Promote the use of sustainable materials.

Quality Assurance & Maintenance:

  • Implement quality assurance processes, develop maintenance plans, and ensure existing health facilities remain operational and compliant with standards.

Qualifications

  • Bachelor's Degree in Civil Engineering

    4 Years of relevant experience

Required competencies and key technical skills

  • Fluency in English, Kinyarwanda or French. Knowledge of all is an added advantage

  • A Bachelor’s degree in Civil Engineering with a minimum of 4 years of proven experience in infrastructure projects. Experience specifically in healthcare infrastructure will be an added advantage,

  • Experience in quantity surveying and managing project budgets and risks,

  • Proficiency in engineering software (AutoCAD, ArchiCAD) and project management tools. Strong organizational, communication, and strategic planning skills,

  • Excellent problem-solving, attention to detail, and strong interpersonal skills. Ability to work in a multidisciplinary team.

3. Job Title: Clinical Engineering Specialist

Job responsibilities

Planning & Design:

  • Collaborate with architects and engineers to integrate biomedical equipment into hospital designs.

  • Recommend appropriate equipment for hospitals and ensure the design supports patient care and infection control.

Procurement & Installation:

  • Develop technical specifications for equipment procurement, oversee installation, commissioning, and ensure compliance with procurement regulations.

Compliance & Quality Assurance:

  • Ensure equipment meets national and international standards, implement quality assurance procedures, and develop maintenance schedules for biomedical equipment.

Qualifications

  • Bachelor's Degree in Biomedical Engineering

    3 Years of relevant experience

  • Master's Degree in Biomedical Engineering

    1 Years of relevant experience

Required competencies and key technical skills

  • Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.

  • Having a depth knowledge of biomedical equipment, standards, and regulations.

  • Excellent problem-solving, attention to detail, and strong interpersonal skills. Ability to work in a multidisciplinary team.

  • A Bachelor’s degree in Biomedical Engineering with at least 3 years of proven experience in clinical engineering.

4. Job Title: In Charge Of Commodities Officer

Job responsibilities

  • Assist in the supply pipeline analysis, forecasting and quantification of Maternal, child and community health drugs, health commodities and medical equipment and monitor products procurement and availability, using appropriate tools.

  • Work with other commodities logistics managers in designing/revising logistics systems in the context of system integration of CCM products with other essential medical products.

  • Contribute to the development of performance improvement plans including preparation of strategic and operational plan, monitoring and evaluation of performance and program impact.

  • Conduct logistics management training and other performance improvement interventions and maintain a logistics training database.

  • Supervise and coordinate the CCM field work, including field visits to monitor logistics interventions and supervise the personnel in charge of CCM products logistics.

  • Participate in logistics committee and supply chain partner’s meetings to discuss logistics and commodity security issues.

  • Report to the MCCH Division Manager on a monthly, quarterly and annually basis on the progress made in the field in the area of logistics management, products use and stock

Qualifications

  • Bachelor of Science in Pharmacy

  • Master’s Degree in Pharmaceutical Sciences

    1 Years of relevant experience

  • Master’s degree in Vaccine and Health commodities supply chain Management
