Background

CTS Ltd was founded in August 2008. Initially, the company specialized in supplying IT and office equipment. Since 2017, CTS Ltd has partnered with both government and private institutions on major projects, positioning itself as a leader in the supply of IT equipment and networking solutions.

Over time, the company has expanded its scope and is now recognized as a leading provider of integrated Mechanical, Electrical, and Plumbing (MEP) solutions, as well as IT networking services in Rwanda.

CTS Ltd currently holds various contracts for implementation across the Country. Its Head Office is located at Centenary House, KN4 Avenue, and it also operates an IT shop on KN76 Street.

Position purpose:

Under the overall guidance of the Chief Executive Officer and direct supervision of the Managing Director, the staff in charge of Marketing and Sales will serve as a key advisor to CTS Ltd on all matters related to construction project implementation and competitive bidding processes. The staff will play a central role in ensuring the successful preparation, submission, and management of tenders, while also supporting the execution of construction-related contracts across various sites in Rwanda.

The staff in charge of Marketing and Sales will lead efforts to strengthen CTS Ltd’s capacity in project planning, tender documentation, bid evaluation, and compliance with national and international procurement standards. The role requires close collaboration with internal teams, clients, and partners to ensure that all construction and procurement activities are aligned with the company’s strategic vision and mission.

By navigating the complexities of construction projects and procurement procedures, the Staff in charge Marketing and Sales will contribute to the company’s continued growth and competitiveness in the MEP and infrastructure sectors. The role demands a proactive and detail-oriented professional who can manage multiple priorities, foster teamwork, and deliver high-quality results under tight deadlines.

Key Duties and Accountabilities

  • Review and analyze tender documents for construction projects and supervision of works,
  • Prepare technical proposals, including methodology, work plans, and construction techniques;
  • Assist in the preparation of Bills of Quantities (BoQs), cost estimates, and material schedules;
  • Ensure all submissions meet client specifications and deadlines;
  • Collaborate with civil engineers, architects, and quantity surveyors to gather technical inputs;
  • Coordinate site visits and pre-bid meetings as required;
  • Compile and format drawings, designs, and other technical documentation; 
  • Ensure proposals comply with national construction standards and procurement regulations;
  • Source quotations from suppliers and subcontractors for pricing;
  • Analyze market rates and trends to ensure competitive pricing;
  • Support contract negotiation and facilitate handover to project implementation teams.

Required Qualifications

Education:

Bachelor’s degree preferred in Quantity Surveying, Civil Engineering, or a related field;

Experience:

  • Minimum of 3 years of professional experience in construction project management and tender preparation
  • Proven experience in preparing and managing competitive bids for public and private sector projects.
  • Familiarity with national procurement laws and international bidding procedures.
  • Experience working with multidisciplinary teams and external stakeholders.

Skills and Competencies:

  • Strong understanding of construction processes, standards, and documentation.
  • Excellent writing and analytical skills, especially in preparing technical and financial proposals.
  • Proficiency in Microsoft Office Suite and project management tools.
  • Strong organizational and time management skills.
  • Ability to work independently and under pressure.
  • Fluency in English is required; knowledge of French is an asset.
