Job Title: Professional in charge of Statistics
Grade: P1
Supervisor: Supervisor in charge of Revenue Modelling and Statistics
Location: HQ
Working Mode: Hybrid
Purpose
Under the Supervisor in charge of Revenue Modelling and Statistics, the Professional in Charge of revenue modelling and statistics works with the revenue modeling and statistics team to analyse tax gaps, tax expenditure and microsimulations modelling and to extract raw data from different systems, perform data preparation, data cleaning, data transformation and carry out statistical analysis to help the RRA and policymakers to make informed decision making. This is done typically through analysis and strategic thinking by conducting research and analysis in order to identify performance gaps and solutions to business problems and to recommend innovations to improve business operations.
Key duties and responsibilities
- Participate to the updating and maintenance of microsimulation models and other models relating to tax revenue analyses.
- Ensure timely compilation, accuracy and quality of data published in the national (RRA tax statistics, NISR statistical year book) and international publication (ATAF, OECD, EAC, IMF, etc.),
- Ensure proper automation of frequently requested reports,
- Ensure timely compilation and updating all TADAT related statistics,
- Ensure timely compilation and accuracy of the RRA tax statistics publication,
- Liaise with IT department to ensure proper development and updating of RRA data portal
- Handle data requests while keeping confidentiality of taxpayer`s information
- Perform any other duties related to RRA business as assigned by line manager
Required Academic Qualification Preferred Qualifications
- Master's Degree in STATISTICS specialized in STATISTICS
- Master's Degree in ECONOMICS specialized in ECONOMICS
- Master's Degree in APPLIED MATHEMATICS specialized in STATISTICS
- Master's Degree in MATHEMATICAL SCIENCE specialized in MATHEMATICAL SCIENCE
- Master's Degree in DATA SCIENCE specialized in DATA MINING
- Master's Degree in DATA SCIENCE specialized in ECONOMETRICS
- Master's Degree in Master of Science in Economics specialized in Master of Science in Economics
Relevant Qualifications
- Bachelor's Degree in Applied statistics specialized in Economic Statistics
- Bachelor's Degree in Economics specialized in Economics
- Bachelor's Degree in Applied Mathematics specialized in Statistics
- Bachelor's Degree in Mathematics specialized in Statistics
Required Competencies

- In-depth knowledge and understanding of data analytical software or languages such as STATA, R, Python, SPSS and Excel;
- Experience using econometric techniques, predictive analytics, data mining and statistical analysis for large, complex datasets would be an added advantage;

- Ability to communicate findings from complex analysis to a wide variety of audiences, through written reports and presentations

- Excellent oral and written English; proficiency in French and Kinyarwanda is added value
