Background
The Partnership for African Social and Governance Research (PASGR) is an independent, non-partisan, pan-African not-for-profit organization established in 2011 and located in Nairobi, Kenya. Currently engaged in more than 26 African countries, PASGR works to enhance research excellence in governance and public policy that contributes to the overall well-being of women and men.
PASGR is currently implementing a multinational policy and practice-oriented research programme named “African Youth Pathways to Resilience and Systems Change (AYPReS) programme in ten (10) African countries: Nigeria, Ghana, Senegal, Ethiopia, Rwanda, Kenya, Uganda, Benin, Togo, and Côte d’Ivoire. The main objective of the AYPReS research programme is to explore factors that drive youth resilience and how they lived experiences, voice and agency, and perceptions on sustainability and system change can be effective in creating responsive programmes, policies, and practices, and unravelling credible insights to promote effective and sustainable youth access to dignified and fulfilling work.
The study focuses on youth aged 35 years and below, with a particular emphasis on women, RDPs, PWDs, and youth in informality. The Research will employ both quantitative and qualitative methods. To ensure smooth implementation of data collection in Rwanda, the PASGR Team Rwanda seeks to recruit qualified youth enumerators (aged 35 years and below) to support field data collection, data cleaning and data organizing in the targeted areas.
Objective of the Assignment
The assignment is to recruit competent youth enumerators to collect high-quality, reliable, and ethical data from targeted respondents in selected districts/communities, refugee camps, and informal businesses under the AYPReS Programme.
Scope of Work
The selected enumerators will be responsible for:
- Participating in mandatory training on data collection tools, research ethics, safeguarding, and digital data entry systems.
- Administering structured questionnaires using digital data collection platforms for surveys.
- Conducting qualitative interviews, including:
- Key Informant Interviews (KIIs)
- Focus Group Discussions (FGDs)
- Ensuring informed consent and adherence to ethical research standards.
- Accurately recording responses and maintaining data confidentiality.
- Supporting daily debrief meetings with the field supervisor.
- Submitting completed data within agreed timelines.
- Reporting any field challenges or safeguarding concerns immediately to the team leader.
Note: Assignment will consider language skills, regional familiarity, and experience working with specific population groups
Key Responsibilities and Deliverables
Enumerators will be expected to:
- Participate in enumerator training and ethical research orientation.
- Conduct high-quality field data collection (surveys, interviews, focus groups, digital data capture)
- Submit clean and complete datasets daily.
- Ensure adherence to PASGR research protocols, ethics standards, and data quality requirements.
- Complete the assigned number of questionnaires per day.
- Provide brief field reflections or summaries when required.
- Submit timely field reports and contribute to project field monitoring
Qualifications and Experience Required
- Must be 35 years old or below at the time of application.
- Minimum of a Diploma or bachelor’s degree in social sciences, Development Studies, Gender Studies, sociology, Social Work, Statistics, Environmental Studies, Public Policy, Economics, Environmental Studies or relevant field. A master’s degree in the above fields will be a plus.
- Proven experience of at least two years in quantitative data collection, including administering structured questionnaires as well as conducting or supporting FGDs and KIIs.
- Proven experience working with Women, Persons with Disabilities (PWDs), youth from refugee or displaced communities (RDPs), and people from marginalized background especially in Rwanda.
- Proven knowledge of the Rwandan socio-economic and political context pertaining to youth employment.
- Strong understanding of research ethics, informed consent, and confidentiality.
- Fluency in English and Kinyarwanda (knowledge of other local languages is an added advantage).
- Ability to work in rural and remote communities, including refugee camps.
Reporting and Supervision
- Enumerators will report directly to the Research Associates and Field Supervisor/Research Coordinator assigned to the AYPReS project.
Ethical Considerations
Enumerators must:
- Respect confidentiality and data protection protocols.
- Ensure voluntary participation and informed consent.
- Adhere to safeguarding and child/youth protection standards.
- Avoid any form of data falsification or misconduct.
