Resident Engineer / Head of Design & Construction Department

1. Position Summary

Prime Gate Developers Ltd is seeking a highly qualified Resident Engineer / Head of Design & Construction Department to lead the company’s design and construction department. The role requires a professional structural engineer affiliated with the Institution of Engineers Rwanda (IER), with strong experience in design coordination, construction delivery, multidisciplinary team management, technical review, project controls, cost monitoring, and executive advisory.

The Resident Engineer will be responsible for managing daily departmental activities, coordinating design deliverables, supporting construction implementation, reviewing technical inputs, monitoring project progress, and advising the CEO and senior leadership on technical, financial, contractual, and delivery risks.

This is a senior leadership role requiring strong technical judgment, construction experience, commercial awareness, and the ability to manage teams across architecture, structural engineering, MEP/building systems, civil engineering, landscape, quantity surveying, contractors, consultants, and other project stakeholders.

2. Key Responsibilities

A. Department Leadership and Daily Management

  • Lead and manage the Design and Construction Department of Prime Gate Developers.
  • Organize and supervise daily activities of the technical team.
  • Coordinate internal staff, external consultants, contractors, subcontractors, and specialist advisors.
  • Establish clear workflows for design reviews, construction coordination, approvals, reporting, and issue resolution.
  • Ensure that all project activities are aligned with company objectives, approved budgets, timelines, quality expectations, and contractual obligations.
  • Provide regular updates to the CEO and senior leadership on project progress, risks, decisions required, and key technical matters.

B. Design Management and Technical Coordination

  • Lead the coordination of multidisciplinary design teams, including:

    • Architecture

    • Structural engineering

    • MEP/building systems

    • Civil engineering

    • Landscape

    • Quantity surveying

    • Interior design and specialist consultants, where applicable

  • Review and coordinate design deliverables at concept, schematic, detailed design, construction documentation, and implementation stages.
  • Ensure design packages are complete, coordinated, buildable, cost-conscious, and compliant with applicable codes, standards, regulations, and project requirements.
  • Review structural designs, drawings, calculations, specifications, and technical submissions.
  • Identify design gaps, clashes, risks, inconsistencies, and missing information before construction.
  • Coordinate design responses to site conditions, RFIs, shop drawings, technical queries, and change requests.
  • Ensure that design intent is maintained during construction while allowing practical, cost-effective, and technically sound solutions.

C. Construction Coordination and Site Implementation

  • Provide technical leadership during construction implementation.
  • Support site teams in resolving construction challenges, technical queries, design coordination issues, and sequencing constraints.
  • Review construction methodologies, shop drawings, material submissions, method statements, and technical proposals.
  • Monitor quality of works and ensure compliance with approved drawings, specifications, codes, standards, and contractual requirements.
  • Coordinate inspections, site meetings, technical workshops, and progress reviews.
  • Support the evaluation of contractor performance, construction progress, workmanship quality, safety coordination, and compliance with approved programs.
  • Ensure that site issues are documented, tracked, escalated, and resolved in a timely manner.

D. Cost, BOQ, Estimates, and Financial Monitoring

  • Work closely with the Quantity Surveyor and finance/project controls teams to monitor project budgets, estimates, BOQs, cost reports, and payment recommendations.
  • Review cost implications of design changes, variations, substitutions, and construction modifications.
  • Provide technical input into BOQs, cost estimates, value engineering, procurement strategies, and contractor claims.
  • Support the review of interim payment applications, measurement records, variation claims, and final account processes where technical input is required.
  • Advise leadership on cost risks, budget exposure, scope gaps, and opportunities for cost optimization.
  • Ensure that technical decisions are assessed not only for design quality but also for cost, time, constructability, maintainability, and long-term asset value.

E. Advisory to CEO and Senior Leadership

  • Advise the CEO and senior leadership on technical, contractual, financial, and project delivery matters.
  • Provide clear recommendations on design options, construction risks, consultant performance, contractor performance, procurement decisions, and project strategy.
  • Prepare technical briefs, decision papers, progress summaries, and risk reports for leadership review.
  • Support leadership in making informed decisions related to scope, quality, budget, schedule, procurement, and construction delivery.
  • Represent Prime Gate Developers in technical discussions with consultants, contractors, authorities, and key stakeholders when required.

F. Quality, Compliance, and Risk Management

  • Ensure all design and construction activities comply with applicable Rwanda codes, standards, permitting requirements, and professional practice requirements.
  • Support regulatory submissions, authority coordination, and technical compliance reviews.
  • Establish and maintain quality assurance and quality control procedures for design and construction.
  • Identify project risks early and propose mitigation measures.
  • Monitor technical, cost, schedule, safety, quality, and contractual risks across projects.
  • Ensure proper documentation of decisions, approvals, instructions, meeting minutes, reports, and technical records.

3. Required Qualifications

The candidate shall meet the following minimum qualifications:

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or related engineering discipline.
  • Must be a Professional Structural Engineer or Professional Civil/Structural Engineer affiliated with the Institution of Engineers Rwanda (IER).
  • Valid professional registration or practicing status in Rwanda.
  • Strong knowledge of structural engineering design, construction supervision, project management, and multidisciplinary coordination.
  • Good understanding of Rwanda Building Code, permitting processes, construction standards, and local construction industry practices.
  • Strong technical writing, reporting, communication, and leadership skills.
  • Ability to advise senior leadership clearly and objectively.

4. Required Experience

The candidate should demonstrate one of the following experience combinations:

Option A

  • Minimum 5 years of experience as an Engineer;
  • Minimum 5 years of experience as a Project Manager;
  • Minimum 3 years of experience as a Site Engineer.

Option B

  • Minimum 3 years of experience as an Engineer;
  • Minimum 3 years of experience as a Project Manager;
  • Minimum 5 years of experience as a Site Engineer.

Preference will be given to candidates with strong experience in:

  • High-end residential projects
  • Mixed-use developments
  • Commercial buildings
  • Multistorey buildings
  • Complex structural systems
  • Contractor and consultant coordination
  • Design-to-construction implementation
  • BOQ, cost estimate, and variation review
  • Construction quality control and technical reporting

5. Required Technical Competencies

The candidate should demonstrate strong capability in:

  • Structural design review and technical coordination
  • Construction supervision and site problem-solving
  • Multidisciplinary design coordination
  • Project planning and implementation monitoring
  • Technical report writing and executive briefing
  • BOQ and cost estimate review
  • Variation and change assessment
  • Contractor and consultant coordination
  • Quality assurance and quality control
  • Design risk and construction risk management
  • Understanding of procurement, contracts, and project financial control
  • Interpretation of drawings, specifications, schedules, and contract documents

6. Software and Tools

The candidate should be proficient in relevant technical and management tools, including:

  • AutoCAD
  • Revit or other BIM/design coordination tools
  • MS Project or Primavera P6
  • Microsoft Excel, Word, and PowerPoint
  • Structural analysis/design software, where applicable
  • Document control and reporting systems

7. Key Performance Indicators

The Resident Engineer will be assessed against:

  • Timely delivery of coordinated design packages
  • Quality and completeness of technical reviews
  • Reduction of design gaps and construction coordination issues
  • Accuracy and usefulness of technical advice to leadership
  • Effective coordination among consultants, contractors, and internal teams
  • Timely resolution of RFIs, site issues, and technical queries
  • Quality of construction monitoring and reporting
  • Cost-conscious technical decision-making
  • Proper documentation of decisions, approvals, risks, and instructions
  • Contribution to successful delivery of Prime Gate Developers’ projects

8. Reporting Line

The Resident Engineer / Head of Design & Construction shall report directly to the CEO / Managing Director or another senior executive designated by Prime Gate Developers.

The role will work closely with:

  • CEO and senior leadership
  • Architecture team
  • Structural engineering team
  • MEP/building systems consultants
  • Civil and infrastructure consultants
  • Landscape consultants
  • Quantity surveyors
  • Contractors and subcontractors
  • Finance and procurement teams
  • Regulatory authorities and permitting bodies
