Mission/Core purpose of the Job

  • Responsible for the end-to-end design, development, quality and delivery of MTN Rwanda’s software platforms and digital products — spanning payments, digital lending, APIs and digital channels.
  • Own solution architecture, engineering standards and the development roadmap for in-house and partner-integrated systems, ensuring solutions are scalable, secure, high-performing and aligned with business strategy and regulatory requirements.
  • Partners with Product, Business, Infrastructure, Cybersecurity and vendors to enable innovation, faster time-to-market and trusted digital experiences across the MTN R ecosystem.

Key Performance Areas

  • Software Design & Architecture: Own solution and application architecture for payments, MoMo, wallet, digital lending and digital channel platforms; establish engineering standards, design patterns and technology stack decisions.
  • Software Development & Delivery: Lead end-to-end design, development and delivery of new products, features and platform enhancements; manage the development roadmap and release schedule.
  • API & Integration Management: Oversee API design and secure integration with banks, MNOs, fintech partners and aggregators.
  • Engineering Practices & Quality: Drive adoption of microservices, cloud-native, CI/CD and DevSecOps; ensure code quality through reviews, automated testing and quality gates.
  • Security, Compliance & Risk: Embed security-by-design; ensure solutions comply with PCI-DSS, ISO 27001, data protection laws and regulatory requirements; partner with Cybersecurity and Risk teams.
  • Agile Delivery Management: Plan, prioritise and manage delivery across multiple squads using Agile methodologies; track delivery KPIs, manage dependencies and remove blockers.
  • Stakeholder & Vendor Management: Translate business and product requirements into technical solutions; manage development vendors and outsourced teams against contractual SLAs and KPIs.
  • Platform Stability & Support: Ensure smooth handover to operations and reliable production support; balance new development with technical debt and platform stability.
  • Cost & Value Management: Manage development budgets, licensing and tooling; drive cost optimisation and value realisation.
  • Prepares and submits monthly software delivery and quality performance reports to IT leadership.
  • Lead and develop software developers, full stack developers, architects, technical leads and QA engineers.
  • Establish and manage squad structures, Agile ceremonies and on call/release models for critical platforms.
  • Conduct performance reviews, coaching and capability development.
  • Foster a culture of engineering excellence, accountability and continuous improvement across the IT Design and Development function.

Experience

  • 8+ years of software development experience, with 4+ years in technical leadership or management roles.
  • Strong experience designing and delivering payments, Mobile Money, digital lending or financial services platforms in mission-critical environments.
  • Proven track record with solution architecture, APIs, microservices, cloud and Agile delivery.
  • Experience in telecom, fintech, or high-volume transaction environments is an advantage.

Education Background

  • Bachelor’s Degree in Computer Science, Software Engineering, Information Technology, or related field.
  • Master’s Degree or MBA is an advantage.
  • Relevant certifications such as architecture (TOGAF), cloud (AWS/Azure/GCP), or Agile (PSM/SAFe). Fluent in English.
