The Senior Officer, Contracting and Partnership Management is responsible for developing partnerships with  health service providers and managing medical and pharmaceutical partnership contracts. The role plays an  important part in ensuring effective contracting, partnership development, compliance, and delivery of quality  services in line with RSSB policies and applicable rules and regulations.

Reporting to the Lead, Contracting and Partnership Management, the Senior Officer, Contracting and Partnership Management will be responsible for conducting partnership needs assessments, assessing health service provider applications, coordinating technical assessments, negotiating and managing partnership contracts, and maintaining effective relationships with health service providers and other stakeholders.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda.  RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security  needs of the population, RSSB plays an important role in realizing Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards,  Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme). Key Duties and Responsibilities

  1. Conduct medical and pharmaceutical partnership needs assessments and prepare related reports.
  2. Prepare calls for applications for health service providers interested in partnering with RSSB.
  3. Assess submitted application files, identify eligible applicants, and prepare related reports.
  4. Conduct technical assessment visits to shortlisted health service providers and prepare related reports.
  5. Negotiate, prepare, and follow up on the signing of partnership contracts with successful applicants.
  6. Monitor the implementation of partnership contracts with health service providers and ensure adherence to contractual obligations, rules, and regulations.
  7. Prepare and regularly review eligibility criteria for health service provider partnerships.
  8. Participate in the development of contracting and partnership management policies and regulations.
  9. Develop and maintain relationships with potential and existing health facility partners and serve as a key point of contact for matters concerning contracts.
  10. Make necessary arrangements for meetings between RSSB and health service providers.
  11. Maintain records of correspondence and documentation relating to established contracts and contracts in progress.
  12. Register health service providers and practitioners and ensure alignment with applicable rules and regulations.
  13. Participate in the preparation and implementation of strategic and annual business work plans and related budgets for the function.
  14. Maintain effective working relationships with internal and external stakeholders to promote the image of RSSB.
  15. Prepare and submit periodic and annual reports of the function in a timely manner.
  16. Liaise with relevant functions on contractually related matters.
  17. Perform any other duties related to Contracting and Partnership Management as may be assigned from time to time.

Key Qualifications and Experience

  • Master’s degree in Clinical Medicine, Pharmacy, Public Health, Healthcare Administration, Hospital Management, Health Sciences, Business Administration, Public Administration, Law, Computer Science, or any other relevant field, preferably with at least 2 years of relevant experience. OR
  • Bachelor’s degree in Medicine, Pharmacy, Public Health, Healthcare Administration, Hospital Management, Health Sciences, Business Administration, Public Administration, Law, Computer Science, or any other relevant field, preferably with at least 4 years of relevant experience.
