Are you ready to embark on a transformational journey? We are seeking a dynamic and experienced individual to join us as the Senior Real Estate Business Development in the investment department. This role offers a unique opportunity to lead real estate investment initiatives, identify high-impact projects, and drive the growth of RSSB’s property portfolio.

In this role, you will lead real estate business development activities, focusing on identifying and securing new investment opportunities across residential, commercial, and mixed-use real estate sectors. By conducting market research, financial analysis, and stakeholder engagement, you will play a key part in shaping RSSB’s property investments and aligning them with national economic development goals.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realizing Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 2.06 trillion Rwf , which is equivalent to over 15% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country’s financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities

  1. Lead initiatives to identify, assess, and prioritize new real estate development projects, including feasibility studies, due diligence, and financial modeling to project returns, cash flows, and risk factors.

  2. Perform in-depth analysis of the real estate market, including trends, demand analysis, and competitive landscape, to inform RSSB’s investment strategy.

  3. Prepare compelling business cases and investment proposals, detailing potential returns, risk factors, and strategic alignment with RSSB’s goals.

  4. Collaborate with the RSSB investment team to create strategic plans for real estate development, including budgeting, forecasting, and target setting.

  5. Cultivate and maintain relationships with key stakeholders, such as government agencies, private sector partners, developers, and financial institutions.

  6. Structure and negotiate agreements with developers, contractors, and investment partners to optimize returns and minimize risk on projects.

  7. Track project performance, assess risks, and ensure alignment with financial and strategic objectives; report progress and outcomes to RSSB leadership.

  8. Establish KPIs for real estate projects and monitor their effectiveness in achieving growth and sustainability goals.

  9. Identify and implement innovative tools and methods to improve real estate business development and investment processes at RSSB.

  10. Monitor real estate regulations, land use policies, and other government initiatives that impact RSSB’s investment strategy.

  11. Coordinate staff training sessions on real estate investment practices, market analysis, and stakeholder engagement to foster a knowledgeable team.

  12. Support RSSB’s goal to be a modern, data-driven institution by contributing to digital transformation and high-performance standards in real estate investments.

  13. Perform any other duties related to the Senior Real Estate Business Development function as may be assigned from time to time.

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Civil Engineering, Business Administration, Finance, Urban Planning or any other relevant field preferably with at least 2 years’ experience

OR

  • Bachelor’s Degree in Civil Engineering, Business Administration, Finance, Urban Planning or any other relevant field preferably with at least 4 years’ experience.

Key competencies

Technical Competencies:

  1. Strong knowledge of real estate investment methodologies, market analysis, and financial modeling.

  2. Proficiency in project management and business development tools, including financial analysis software.

  3. Experience with due diligence processes, partnership negotiations, and feasibility assessments.

Behavioral Competencies:

  1. A strategic thinker with a focus on innovation, customer service, and integrity.

  2. Strong interpersonal skills, capable of building and maintaining effective relationships with diverse stakeholders.

  3. Adaptability and openness to change, with a track record of introducing innovative approaches to business development.

Additional Information:

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
