PUBLIC ANNOUNCEMENT
CHINA - GOVERNMENT OF RWANDA SCHOLARSHIP
The Higher Education Council (HEC) wishes to inform the general public that, through the bilateral cooperation between the Government of Rwanda and the People's Republic of China, the latter has offered fully funded scholarships for Master's and PhD Programs, starting from the academic year 2025-2026, to Public Servants. These scholarships are provided through the Chinese Ministry of Commerce.
Interested candidates are invited to submit the following application documents:
- Application letter addressed to the Director General of HEC.
- National ID or Valid Passport.
- Curriculum Vitae (CV).
- One (1) passport-sized photo.
- Original notified certificates and academic transcripts.
- Personal Statement: Written in English, with a length of 1,000 words. This statement should cover essential elements such as the applicant's academic background, work experience, achievements, and career plans.
- Recommendation letter from current or former academic staff who taught or supervised the applicant.
- Recommendation letter from Employer.
- A study plan or research proposal (minimum of 500 words).
Please note the following:
- All the above-mentioned application documents must be submitted online to the HEC MIS portal using the link: http://mis.hec.gov.rw/system-login.
- Candidates must apply for courses related to their previous university qualifications.
- Candidates should select one of the thirty-nine (39) universities and programs/courses they wish to pursue (see the list of universities and programs in the attachment).
- The scholarship covers all costs, including tuition fees, living allowances, accommodation, international travel, transportation within China, and medical care.
- Only complete application documents will be reviewed
