Fully Funded Scholarships for Master’s and PhD Programmes in China (2026–2027 Academic Year)

The Higher Education Council (HEC) wishes to inform the public that, under the cooperation between the Government of Rwanda and the People’s Republic of China, the Chinese Ministry of Commerce has offered fully funded scholarships to the Government of Rwanda.
These scholarships are available for Master’s and PhD programmes commencing in the 2026–2027 academic year and are specifically open to public servants.
Application Requirements:
Interested candidates are invited to submit the following documents:
- An application letter addressed to the Director General of HEC.
- A copy of a National ID or valid passport.
- A detailed Curriculum Vitae (CV);
- One (1) passport-size photograph.
- Notarized copies of academic certificates and transcripts.
- A personal statement (in English, maximum 1,000 words) outlining academic background, work experience, achievements, and career plans.
- A recommendation letter from a current or former academic staff member.
- A recommendation letter from the applicant’s employer.
- A study plan or research proposal (minimum 500 words).
Important Information:
- All applications must be submitted online via the HEC Management Information System (MIS): https://hecmis.hec.gov.rw/
- Applicants must apply for programmes related to their previous academic qualifications.
- Applicants are required to select one (1) programme from the list of forty (40) eligible universities (see attached list);
- The scholarship covers tuition fees, accommodation, living allowance, international travel, local transport within China, and medical insurance.
- Only complete applications will be considered.
