Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.

GIZ, commissioned by BMZ, is implementing the project Sustainable Mechanization of Value Chains through Innovative, Gender-Sensitive Business Models in partnership with Germany Machinery Rings Foundation and Volkswagen. Funded by the i4Ag global fund under SI AGER, the project aims to improve access to mechanization services, enhancing the livelihoods and climate resilience of Rwandan smallholder farmers and SMEs.

As part of this initiative, GIZ RWANDA invites companies to express their interest in supplying high-quality tillage, planting, and post-harvest equipment. These tools will support Volkswagen's activities, including land preparation, planting for farmers, and post-harvest management of agricultural produce.

The selected supplier must deliver the specified equipment to Bugesera/Gashora, the designated project site. All equipment must be brand new and conform to the provided technical specifications. Additionally, the supplier is responsible for installation services and providing technical support to ensure proper operation and functionality of the machinery.

 2 Procedure

The assessment is divided into three stages: Eligibility check, technical assessment, and financial evaluation:

3.1 Eligibility criteria

Participating companies must meet the following eligibility criteria:

• The company must have a minimum experience of 3 years in Rwanda supplying different brand/categories of agriculture equipment.  3 Letters of Reference from the past 3 years must be provided.
• The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA).
• The company must confirm in writing that the offer is valid until at least 30 days after the submission period has ended.

Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of documents mentioned above by any supplier will lead to a rejection of the entire offer.

3.2 Technical Assessment

Technical assessment will be based on the technical specifications provided in the table above against technical specifications of the items proposed by the supplier.

• The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
• For a bidder to be technical eligible, the technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete technical specifications of items proposed.
• Technical offer must include a table that shows items proposed and complete specs (Brand, model,.)

3.3 Financial Evaluation

• The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
• Financial offer must indicate the unit price of each item and total price as per quantities given. The offer must be in RWF and VAT exclusive, if applicable (The amount of the offer will be regarded as exclusive of VAT in the case where there is no information about VAT).

Other conditions:

• Delivery place: The equipment will be delivered at Bugesera/Gashora, Rwanda
• Delivery period: Please indicate your shortest period for delivery.
• Payment: GIZ will not issue any advance payments. After delivery and billing, payment will be made within 15 days.

4 Submission of the offer

Your EoI has to be submitted in to RW_Quotation@giz.de until latest 25.03.2025:

The offer has to be submitted in PDF format and as attachment to the email (Eligibility documents, technical and financial offers) with the subject: 91186936- “Company name”, without this subject, your offer may not be considered

If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/ .

Offers submitted through any other sharing platform, as google documents or similar will not be considered.

Offers submitted in hard copy will not be considered.
