World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2021-2025 seek to reach 2 million of the most vulnerable children. This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role of Accounts Assistant, joining an established and experienced team. It will be based in Ishema Cluster -Huye District, Rwanda, and reports to the Programs Manager.

Purpose of the position:

The project Accountant will assist in overseeing the financial management and control for the project, verifying all expenses and receipts and ensuring they are allocated to their cost centre accounts in line with WV and consortium members’ financial policies and procedures.

The major responsibilities include:

  • Prepare and monitor project budget, project cash flows, year-to-date spending, and funding requests to ensure that the project has adequate budgets to implement related activities throughout the year by ensuring project PBAS is updated and informing the project manager on the status of funds commitment.
  • Prepare and analyze project accounting records to assess accuracy, completeness, and compliance with WV, Support Office, and donor-specific reporting and procedural standards & requirements, by ensuring project-related payments are done on time and transactions are properly recorded and posted in the Sun system. Process the VAT refund every month and ensure the accuracy of invoices in order to have all VAT refunded by RRA.
  • Review the project's related financial transactions to ensure that they fall within the approved scope of project activities and donor requirements and that they comply with the financial procedures and FFM requirements. On-time invoices Projects creation.
  • Assisting in payments, Preparing and analyzing monthly and semi-annual project financial reports for their accuracy and adequacy, before submitting them to the grants finance manager for review in order to be submitted to SO/ donor.
  • Facilitate internal and external auditors and provide relevant information as far as the audit is concerned and ensure timely implementation of audit recommendations.
  • Assisting in proposal writing with the view to provide financial advice and developing project lifetime budget in line with WV and Donor budgeting templates and guidelines in case of extension and/or project budget amendment.
  • Maintain an efficient management of project Assets and conduct regular inventory to reconcile sun system reports and physical count of assets as per WV’s asset policy and procedures and maintain an updated asset register and ensure proper management of inventory and fuel. 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  1. Minimum of 2 years’ experience in the accounting profession within a busy organization or projects
  2. Proven experience in project budget management
  3. Proven knowledge of GAAP and a practical knowledge of financial systems and internal controls
  4. Experience in working with auditors both internal and external
  5. Good oral and written communication skills

Required Education, training, license, registration, and certification

  1. A minimum of Bachelor’s degree in Accounting or Finance
  2. Skills and ability to organize and conduct trainings

Preferred Knowledge and Qualifications

  1. Good command of Microsoft spreadsheet preferably Microsoft Excel, Vision, and Sun system software
  2. Gateway to Grants certification
  3. Experience of bilateral or multilateral funded projects.

Travel and/or Work Environment Requirement

  • The position requires the ability and willingness to travel domestically up to 10 % of the time for field visits. The position requires working closely with local implementing partners.

Physical Requirements

  • The ability to work and respond to any given task.

Language Requirements

  • Effective in written and verbal communication in English and Kinyarwanda

The salary is commensurate with qualifications and experience.
