Job Purpose and Key responsibilities

Job Purpose:

To design, execute, and govern Britam Rwanda’s reinsurance operational processes, treaty arrangements, and regulatory frameworks. The role balances technical administration with strategic risk management, safeguarding capital, minimizing counterparty risk, protecting solvency margins, and ensuring strict compliance with BNR Risk-Based Supervision (RBS) and Article 8 regulations. 

Key Responsibilities:

  • Regulatory & Compliance Governance: Lead the alignment of the reinsurance framework with BNR Risk-Based Supervision requirements; prepare, validate, and timely submit mandatory BNR regulatory returns and bordereaux.   
  • Document and monitor corporate peak exposures, seasonality factors, and defined credit risk appetites to satisfy Article 8 statutory frameworks.   
  • Capital & Solvency Protection: Monitor the creditworthiness and structural exposures of reinsurers to mitigate counterparty default risks and optimize capital credit benefits under BNR capital rules.   
  • Recoveries & Cash Flow Optimization: Drive the end-to-end "case-by-case" recovery timeline (targeting 30 days post-payment); proactively manage, track, and clear the aging reinsurance recovery backlogs).  
  • Treaty & Facultative Administration: Support annual treaty renewal structuring, documentation, and negotiations; evaluate and facilitate facultative reinsurance placements for "Large Risks" while managing ASSAR non-objection protocols.   
  • Cross-Functional Reconciliations: Direct the verification and complete capture of technical data across core software (TIA) and financial packages (Oracle Financials), rectifying structural ledger discrepancies.  
  • Stakeholder Coordination & Reporting: Liaise extensively with Underwriting, Claims, Finance, and Group Risk teams to resolve process bottlenecks and provide analytical updates for Executive Management and Board oversight.

Knowledge, experience and qualifications required

Qualifications & Experience:

  • Bachelor’s degree in actuarial science, Insurance, Finance, Accounting, Economics, or a closely related quantitative field.   
  • Advanced professional qualifications in Insurance (e.g., ACII, AIIK) or Finance/Actuarial professional papers are highly preferred. 
  • 4-6 years of progressive experience within commercial insurance, reinsurance brokerage, or actuarial/underwriting environments, with a clear focus on corporate risk externalization and technical treaty structures. 

Technical Skills & Competencies:  

  • Strong reinsurance technical knowledge (treaty, facultative, bordereaux, recoveries)
  • Good understanding of insurance regulations and regulatory reporting (BNR/RBS) 
  • Solid financial reconciliation and data analysis skills (accuracy, ageing, recoveries) 
  • Ability to monitor and manage reinsurance recoveries and cashflows. 
  • Knowledge of reinsurance accounting and controls. 
  • Proficiency in insurance and finance systems (e.g., TIA, Oracle. 
  • Strong attention to detail and process/control orientation. 
  • Effective stakeholder coordination across underwriting, claims, finance, and reinsurers. 
  • Good communication and reporting skills. 
  • High integrity, accountability, and risk awareness.
