About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme). As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 3 trillion Rwf, which is equivalent to over 15% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. Key Duties and Responsibilities

Audit Planning and Risk Assessment

  1. Participate in systems audit planning using a risk-based approach
  2. Perform risk assessment and analysis of RSSB information systems and recommend measures to mitigate them.
  3. Review and analyze IT laws, regulations, policies, and guidelines to identify noncompliance and make appropriate recommendations.
  4. Participate in the preparation of strategic and business plans, related budgets and ensure their implementation.
  5. Contribute to the anmual audit planning.

Execution of Systems Audits

  1. Conduct regular audit of IT governance, cybersecurity, hardware and network infrastructure, software applications, databases, networks, operating systems and data centers.
  2. Gather and analyze data from reviewed systems using computer -Aid Tools, perform automated testing.
  3. Evaluate design and effectiveness of IT controls.
  4. Investigate security threats and management responses.
  5. Identify and analyze applications or systems' access controls.
  6. Identify system attacks, intrusions and unusual unauthorized or illegal activities.
  7. Use advanced analytic tools to determine emerging threat patterns and vulnerabilities of systems.
  8. Conduct regular systems Continuity and Disaster recovery assurance audits to ensure the organization is ready for any incident.
  9. Conduct system investigations and special projects where applicable.
  10. Report systematic errors or fraud indicators identified.
  11. Perform any other duties related to Audit function as may be assigned from time to time.

Reporting and Communication

  1. Document audit work in line with international audit standards
  2. Prepare detailed reports on systems audit findings and make recommendations to improve RSSB systems efficiency

Follow-up and Advisory Role

  1. Make a follow up to ensure approved systems audit recommendations are implemented in accordance with the audit reports.
  2. Provide advisory services on systems and projects

Key Qualifications and Experience

  1. Bachelor's degree in Business Information Technology, Information Systems Management, or Computer Science.
  2. Having three (3) years of proven experience in systems auditing.
  3. Professional certificates such as CISA, CISSP, CISM, CIPM or CDPSE, CIA, and ISO 27001 Lead Auditor would be an added value.

Technical Competencies:

  1. Audit planning, execution and reporting skills.
  2. Knowledge of relevant laws, policies, regulations and audit standards.
  3. Knowledge in IT Governance (COBIT, ITIL, ..)
  4. Knowledge of general IT controls such as application controls (ERP, financial and operational systems), Infrastructure and database controls.
  5. Knowledge of Cloud computing and third-party IT services
  6. Knowledge of Business Continuity and Disaster Recovery (BCP/DRP) concepts
  7. Knowledge in Information Security & Data privacy and protection (ISO/IEC 27001, ISO 27701).
  8. Social Security products knowledge.
  9. Analytical skills.
  10. Time and resources management skills.

  • Occasional on-call or after-hours support may be required.
