Interpeace in Rwanda 

Interpeace Rwanda has worked with several Civil Society Organizations (CSOs), international organizations and national authorities to build lasting peace by reinforcing the capacities of societies to overcome deep divisions and to address conflict in non-violent ways. In recent years, Interpeace in Rwanda has been the delivering societal healing programs focusing on strengthening societal mental health and trauma healing capacities, addressing inter-generational transmission of trauma, and promoting reintegration and cohesion of prisoners with the communities to which they return.

Purpose and General Overview

Interpeace is looking for a dynamic and experienced professional in Design, Monitoring, Evaluation and Learning(DMEL) who is expected to play a central role in ensuring the effectiveness of Interpeace Rwanda’s monitoring, evaluation, learning, and research activities. This includes administering and maintaining the digital MEL system, coordinating data flows across multiple partners and government stakeholders, and ensuring high-quality, ethical, and secure data management. The Officer will provide technical leadership in digitalisation, data analysis, visualization, and reporting, generating evidence to inform programme management, advocacy, and policy engagement. In addition, the Officer will facilitate capacity building for diverse user groups, including field implementers, partner MEL officers, and government stakeholders, and contribute to joint governance and review structures that oversee programme performance.

Based in Kigali, this post involves regular travel across Rwanda to support field implementation and partner capacity strengthening.

Key Justifications:

• Addressing a critical capacity gap: No staff currently holds dedicated DMEL responsibilities, yet these functions are essential for data management, learning documentation, and donor compliance. Short-term support will bridge this institutional gap until a permanent position is established.
• Ensuring strategic continuity: The current EU and DANIDA funded programmes at Interpeace integrate diverse methodologies, Resilience-Oriented Therapy (ROT), Multi-Family Healing Spaces (MFHS), socio-emotional skills development, and Collaborative Livelihoods (CO-LIVE), as well as civic engagement implemented by multiple partners. Effective coordination, data harmonization, and quality assurance are therefore indispensable for consistent monitoring and reporting.
• Safeguarding data quality: The short-term assignment will maintain data integrity, ensure that M&E and reporting systems are well developed; as well as preserve key institutional learning products such as baseline analyses and learning papers.
• Laying the foundation for sustainable systems: The consultant is expected to finalize and operationalize a digital DMEL framework of EU and Denmark programmes’ data.

Scope and Key Responsibilities

1. DMEL Framework Development and Digitization

• Finalize and operationalize the DMEL framework, ensuring alignment with the current programmes implemented by Interpeace and its partners.
• Align and integrate tools for data collection, validation, and visualization ensuring automated disaggregation (sex, age, prisoner/former prisoner, youth, women, etc.) and alignment with EU and DANIDA programmes’ results indicators.
• Oversee collaboration with the web developer and national partners (DiDe, Haguruka, PFR) and Community-Based sub-grantees to ensure data standardization, data flow consistency, and user training.
• Establish system-based quality assurance and feedback loops for data validation and reporting.

2. Programme Monitoring and Learning Management

• Update the programme logical framework in line with the DMEL framework and programme indicators, ensuring consistency with evolving results and partner data systems.
• Coordinate and harmonize data collection and reporting across CBOs, government institutions (RCS, RBC, MINUBUMWE), and implementing partners.
• Facilitate regular data reviews and synthesis to support evidence-informed management decisions and donor reporting.
• Lead on the preparation of programme dashboards, periodic analysis reports, and data visualizations to inform adaptive management.

3. Knowledge Generation and Learning Documentation

• Develop learning and reflection papers synthesizing achievements, challenges, and lessons.
• Support the integration of baseline and endline study findings into programme learning materials as well as policy and donor communications.
• Use data generated from field experiences to develop reader-friendly knowledge resources to inspire future programming and peer-learning among our stakeholders.

Expected Deliverables

1. Updated and harmonized programme logframe aligned with DMEL indicators.
2. Finalized and operational DMEL framework, including digital reporting tools and dashboards, customized to the different categories of Interpeace’s partners.
3. Partner capacity-building plan, and corresponding training sessions delivered on the said DMEL framework.
4. Monthly progress briefings and final synthesis report summarizing DMEL achievements and recommendations at the end of this assignment.

Qualifications

a. Essential skills and qualifications:

• A master’s or bachelor’s degree in a relevant field such as Project Management, Statistics, Demography, Public Health, Social Sciences, or another related field.
• At least 3–5 years of progressively responsible experience in programme management support, monitoring, evaluation, learning (DMEL), or research; preferably within multi-stakeholder and multi-sectoral programmes.
• Demonstrated capacity to design, manage, and operationalize digital MEL systems, including dashboards, mobile data collection, and real-time reporting tools.
• Proven experience in managing both quantitative and qualitative datasets, including data cleaning, validation, integration, analysis, and visualization.
• Strong ability to translate complex evidence into actionable insights, through analytical reports, learning briefs, and communication materials tailored to different audiences.
• Experience coordinating with government agencies, civil society organizations, and international NGOs, and navigating complex partnership structures.
• Excellent communication, facilitation, and presentation skills (written and oral), with fluency in English, Kinyarwanda, and preferably French.
• Familiarity with ethical and data protection standards, including safeguarding, informed consent, anonymization, and compliance with privacy frameworks such as GDPR.
• Good understanding of Rwanda’s healing, reconciliation, and social cohesion context, and sensitivity to working with communities affected by trauma and reintegration challenges.

b. Preferred demonstrable skills:

• In-depth understanding of MEL concepts, frameworks, and tools, including logical frameworks, results chains, and theories of change.
• Hands-on experience with digital data collection platforms (e.g., KoBoToolbox, ODK, SurveyCTO) and cloud-based information systems.
• Ability to interpret and communicate complex data clearly for both technical and non-technical audiences, including policymakers and community stakeholders.
• Demonstrated ability in capacity building and technical support for partners and field teams, particularly in data management and reporting.
• Strong organizational and project management skills, with the ability to manage multiple priorities, meet deadlines, and adapt in fast-paced, multi-stakeholder environments.
• Experience working in multi-disciplinary, multicultural, and decentralized teams, with demonstrated self-motivation and collaborative spirit.
• Advanced skills in data visualization and report writing, producing clear, actionable materials for programme learning and decision-making.

Duration of the Consultancy

One year with possibility of renewal depending on fund availability. The consultant will ensure completion of DMEL framework design, digitization of tools, training, data analysis and production of final learning deliverables.
