Background and Context
The High Lands Centre of Leadership for Development (L4D) is a Kigali-based think tank specialising in policy research, programme evaluation, and impact assessment. L4D has been engaged as the Impact Partner Organisation (IPO) by the Mastercard Foundation to lead the Program Outcomes Assessment (POA), a study designed to generate evidence on the outcomes associated with the Foundation's programs and investments in Rwanda.
The Program Outcomes Assessment (PA) is a one-off survey focused on understanding young people's work experiences and the extent to which they are progressing toward dignified and fulfilling work, including aspects such as reliable income, resilience, and quality of life. The POA combines quantitative surveys and qualitative interviews to capture both measurable outcomes and lived experiences of young people and other relevant stakeholders.
Data will be collected through structured questionnaires and qualitative discussion guides administered digitally using mobile data collection platforms. The results will contribute to strengthening the Mastercard Foundation's understanding of program outcomes and will inform program learning, adaptation, and decision-making.
Purpose of the Role
Field Supervisors will oversee quantitative and qualitative enumerator teams to ensure all fieldwork is conducted in strict accordance with POA study protocols and L4D's data quality standards. Supervisors serve as the critical communication link between enumerator teams and the central POA research data management team, and are responsible for maintaining data integrity, supporting team performance, and ensuring that all fieldwork proceeds to schedule.
Key Responsibilities
Field Team Coordination
- Coordinate daily fieldwork activities for both quantitative and qualitative enumerator teams, including scheduling, task allocation, and logistics.
- Ensure adequate and timely deployment of enumerators across assigned field locations in line with the approved sampling plan.
- Support field logistics, including transport arrangements and access to interview locations.
Quality Assurance and Data Oversight
- Monitor the quality of quantitative interviews and qualitative sessions, ensuring strict adherence to POA data collection and facilitation protocols.
- Conduct regular spot checks on enumerator and facilitator performance in the field
- Review submitted survey data and qualitative transcripts for completeness, consistency, and accuracy.
- Identify and address data quality issues promptly, escalating to the research team where necessary.
- Ensure compliance with HLC-L4D's internal quality assurance protocols and data governance standards.
Enumerator Support and Capacity Building
- Provide on-the-job guidance, troubleshooting support, and mentoring to all enumerators and facilitators throughout fieldwork.
- Support enumerators and facilitators in resolving challenges related to questionnaire administration, FD facilitation, or participant engagement.
- Contribute actively to enumerator and facilitator training and pilot testing activities during the inception phase.
Reporting and Communication
- Prepare and submit daily and weekly field progress updates and reports to the L4D POA research team.
- Communicate field challenges, risks, and deviations from protocol promptly to the Data Quality Control Specialist.
- Maintain accurate records of field activities, team attendance, and daily data collection and qualitative session outputs.
Safeguarding and Ethics
- Ensure safeguarding and ethical guidelines are upheld at all times during fieldwork.
- Act as the first point of contact for safeguarding concerns raised by enumerators, facilitators, or note-takers in the field.
- Model professional and respectful conduct in all interactions with study participants and community members.
Required Qualifications and Experience
Education
- Bachelor's degree or higher in Social Sciences, Statistics, Development Studies, Public Health, or a related field.
Professional Experience
- More than six (6) years of progressive experience in field data collection and supervision of survey teams.
- Demonstrated experience managing both quantitative and qualitative enumerator teams during large-scale studies.
- Proven experience with digital data collection platforms (e.g., CommCare, ODK, KoBoCollect, or similar).
- Experience overseeing qualitative data collection (FGDs, Klls) and reviewing transcripts for quality is an advantage
- Familiarity with the Mastercard Foundation's guidelines or OECD-DAC evaluation standards is an asset.
Competencies and Skills
- Strong leadership, team management, and field coordination skills across mixed enumerator protiles.
- Excellent attention to detail and a demonstrated commitment to data quality and research integrity.
- Ability to work under pressure, manage multiple priorities, and meet fieldwork deadlines.
- Sound understanding of research ethics, informed consent, and safeguarding principles.
- Good written and verbal communication skills, including field report writing in English.
- Proficiency in the local language(s) of the target districts) is strongly preferred.

Remuneration
Field Supervisors will be compensated on a time-based contract (with a daily rate reflecting the level of responsibility of the role. The remuneration package will cover the training and pilot testing period, fieldwork days, and transport. Specific rates will be communicated to successful candidates.
