About the position

The Finance and Compliance Manager will oversee the Ingoga Growth project’s financial management, ensuring resources are allocated efficiently across consortium partners, expenditures are closely monitored, and all activities comply with the Mastercard Foundation’s requirements, while also leading the preparation of accurate and timely financial reports.

Responsibilities

Accounting and Financial Management

  • Oversee the overall financial management of the Ingoga Growth project, including budgeting, forecasting, and financial planning, monitoring, and reporting
  • Ensure efficient and transparent allocation of funds across all seven partners in line with approved budgets and agreements
  • Monitor expenditures and cash flow, identifying variances and supporting partners to remain on track
  • Lead the month-end, quarter-end, and year-end financial close processes, ensuring all reconciliations are completed, signed, and filed accurately
  • Review the filing system for all contracts, income, and expenses, both physically and electronically, and ensure it is well-organized and complete
  • Coordinate external and internal audits, ensuring the Ingoga Growth partners prepare all required documentation
  • Develop and maintain financial management systems, tools, and reporting templates for project partners
  • Collaborate closely with the Project Manager and the Head of Finance and Administration to align financial management with project implementation
  • Provide any other support as needed

Compliance and Capacity Building

  • Coordinate fund disbursements to partner organizations based on agreed milestones and compliance checks, and track fund utilization
  • Ensure compliance with donor regulations, grants agreements, organizational policies, international accounting standards, and applicable Rwanda laws (RGB and RDB regulatory requirements)
  • Oversee the implementation of consortium-wide financial and compliance policies and procedures
  • Monitor internal controls and conduct periodic reviews to assess financial and operational risk across partners
  • Address non-compliance issues and recommend corrective actions
  • Facilitate coordination and alignment among partner finance teams, including leading periodic finance and compliance meetings and capacity building
  • Ensure timely submission of accurate, high-quality financial reports to the funder

Procurement, Asset & Inventory Management

  • Support procurement activities, including collecting quotations, vendor selection, and purchase orders, ensuring compliance with policies
  • Monitor Ingoga Growth project supplies and materials to support smooth operations and program delivery
  • Oversee asset management, including maintenance, replacement, and disposal
  • Maintain vendor records and ensure timely processing of payments

Required skills and experience

  • Bachelor’s degree in Finance, Accounting, or related field (Master’s preferred)
  • Professional certification (CPA or ACCA)

  • Excellent verbal and written communication skills, with the ability to work effectively across diverse teams and partners
  • Minimum 5 years’ experience in financial management and compliance, preferably in donor-funded or consortium-based projects
  • Excellent knowledge of financial regulations and donor compliance
  • Planning and organizational skills
  • Report writing, presentation, and communication skills
  • Strong understanding of public finance management, partner fund management. reporting
  • Proficiency in QuickBooks accounting software and MS Office People with disabilities are highly encouraged to apply.
