Mission/Core purpose of the Job
The Manager, Fraud and Forensics is responsible for developing and overseeing the implementation of a comprehensive fraud prevention and detection program. The incumbent drives MMRL’s obligation in delivering on Anti Bribery and Corruption, Fraud Prevention and Forensic Investigations and ensuring regulatory requirements are met across MMRL’s functions.
The Manager will be a seasoned subject matter expert with a deep understanding of financial fraud, forensic accounting, and a proven track record of effectively managing complex investigations. The Manager will be accountable for providing oversight and expert advice in Fraud Investigations unit. The incumbent will be responsible for driving compliance with internal MMRL processes and policies, applicable laws and regulations, across the MMRL’s functions/departments. Acting as a trusted advisor to the business, the Manager for Fraud and Forensic Services is accountable for global Fraud Risk Management standards, frameworks and solutions for MMRL.
The incumbent is responsible for the leadership, innovation, governance, and management of a key area of the MMRL Fraud and Forensics within MMRL Risk and Compliance. The role will be adding value to the business by identifying, evaluating, mitigating, and monitoring MMRL’s Fraud risks, including compliance, operational and strategic risk, which will also translate to managing reputation.
Key Performance Areas
- Develop and drive appropriate Forensics & Investigation operational frameworks, aligned to overall Fraud Risk strategy, ensuring that the systems and processes in place are effective and drive reduction and mitigation of fraud risk and enable the employees and business to denounce any irregular activities.
- Manage & drive continuous testing on the design, effectiveness of key internal controls, systems & processes for forensic analysis and investigations, addressing control weaknesses, & making recommendations regarding industry best practice controls, systems, processes, and continued control improvement.
- Lead and oversee complex forensic investigations, including those related to financial crimes, fraud, corruption, and other illicit activities.
- Utilize advanced forensic accounting techniques, data analytics, & investigative methodologies to identify and analyze potential financial irregularities.
- Produce/compile high level report on forensic analysis and investigation systems, trends, new challenges new exposures, with recommendations and guidance to management, based on internal expertise and best practices.
- Ensure development of internal training materials on forensic analysis and investigation methods, to be deployed to the various Fintech Opcos and internal stakeholders, is aligned with the business strategy and specifications of each Opco's requirements.
- Manage and enhance the organization's whistleblower program, ensuring confidentiality, transparency, and adherence to legal and ethical standards and that training on the channel is be included in the training programmes developed.
- Collaborate with internal stakeholders to investigate reports, protect whistleblowers, and take appropriate actions based on investigation outcomes.
- Develop and maintain an effective incident response plan for forensic investigations, ensuring swift and coordinated responses to potential incidents.
- Collaborate with IT, cybersecurity, legal, and other relevant teams to investigate and mitigate the impact of cybersecurity incidents and data breaches.
- Oversee digital forensics activities, including collection, preservation, & analysis of electronic evidence. Ensure the utilization of industry-leading tools & techniques for digital forensics, maintaining integrity & admissibility of evidence
- Provide subject matter expertise on forensic matters, supporting decision-making processes across the organization
- Make use of the information on the MMRL Fraud Incident Register to drive the definition of new methods, mechanisms, systems, and processes to prevent new incidents
- Provide independent assurance to management and the Risk Committee by setting out major weaknesses in any aspects of governance, risk and control (GRC) across the organisation providing the corrective actions that have been agreed with management to address each weakness
- Develop and continuously improve a robust Forensics Services Management reporting framework across MMRL functions to effectively monitor fraud risk
- Provide oversight across the forensic services, ensuring compliance with the highest standards of regulatory, business conduct & compliance practices as defined by internal, external requirements. This includes compliance with local regulatory laws, other applicable laws and anti-money laundering regulations & guidelines
- Provide expert input to management for the development and enhancement of internal fraud detection and prevention strategy and framework
- Ensure that forensics services within MMRL is equipped with tools and methods necessary to conduct investigations, promoting regular training when required
- Stay abreast of regulatory requirements related to financial crimes and fraud, ensuring the organization's compliance with reporting obligations
- Prepare, submit timely & accurate reports to regulatory bodies, law enforcement agencies
- Maintain detailed and accurate documentation of forensic investigation procedures, findings, and recommendations
- Prepare comprehensive reports for senior management, the board of directors, and external stakeholders, summarizing investigation results and proposing remediation plans
- Lead and drive an integrated solution development and problem-solving philosophy within the function
- Hold relevant business units accountable for the implementation of effective Fraud & Forensics strategies ensuring adherence to all relevant laws and regulations in the MFS, Fintech, Payments & E-Commerce, partner bank controls, Remittance, BankTech, Insurance space
- Review and analyze financial transaction flows within the ecosystem and external related transactions (P2P, merchant payments, cash-in/out, wallet funding, withdrawals…) to identify fraud patterns, typologies of unauthorized transfers, mule account networks, and high-velocity transactional attacks and any other relevant abnormal behaviours.
- Translate observed fraud schemes into data-driven patterns, features, and model hypotheses.
- Design and build machine-learning models to detect and predict:
- Impersonation and account takeover fraud (SIM swap, social engineering, identity misuse.
- Transaction laundering and agent gaming (commission abuse, float cycling, abnormal cash flows, collusive transactions.
- Cyber-enabled fraud (bots, scripted attacks, app tampering.
- Insider and collusive fraud patterns across users, agents, merchants and other profiles.
- Perform deep-dive analysis on historical fraud cases to identify emerging patterns and modus operandi
- Continuously refining models based on emerging fraud trends and evolving attacker behavior.
- Develop supervised and unsupervised models for fraud detection, including:
- Anomaly detection (e.g., Isolation Forest, Autoencoders, LOF)
- Sequence and behavior-based models for transaction timelines and event chains
- Pattern-mining approaches to uncover recurring fraud structures
- Apply statistical analysis and explainable AI techniques to interpret model outputs and support operational decisions.
- Evaluate model performance using appropriate fraud metrics (precision, recall, false positives, financial impact).
- Design scoring frameworks and decision logic for production risk engines, blending model scores with rule-based signals.
- Define and calibrate risk thresholds, alert triggers, and automated actioning (block, step-up auth, review).
- Implement and optimize real-time fraud controls such as geo-fencing, velocity checks, SIM-swap logic, and session risk scoring.
Experience
- At least 5-10 years’ experience within a non-traditional FinTech /ICT/Digital/Fraud Management environment, with more experience in fraud analytics, data science, or risk modeling roles with at least 3 years in a supervisory role.
- Proven track record of building and deploying ML models for fraud detection.
- Experience with IFRS, Corporate Governance (King 4) and the COSO 2013 Internal Control Framework.
- Knowledge of e-commerce and electronic payment business is advantageous.
Education Background
- Minimum of a 4-year tertiary degree in Accounting, Finance, Criminal Justice, Computer Science, Information Technology or a related field is mandatory.
- Preferred: Master’s degree in Data Analytics, Machine Learning, or Cybersecurity
- Professional Certifications in Fraud and Forensics, Compliance Management and Risk Management are preferable.
- Certified Fraud Examiner.
- Risk Management Certifications (CISM, CISA, PMI-RMP, CRMP, etc.) are advantageous.
