Background
Rwanda Youth in Agribusiness Forum (RYAF) is a duly established, membership-based organization dedicated to advancing youth employment and entrepreneurship in agribusiness across Rwanda.
RYAF Mandate
For ten years, RYAF has served as the platform connecting young agripreneurs to business linkages, market opportunities, and the policy dialogues shaping Rwanda's agribusiness sector; while shifting how an entire generation of young people views agribusiness: not as a fallback, but as a viable, profitable career path. That decade of work has been built on confronting the barriers that keep youth out of profitable agribusiness: limited knowledge, skills, and market information; constrained access to finance, land, and markets; and quality-compliance gaps that shut young producers out of higher-value opportunities.
RYAF has driven that change primarily through practical advocacy and by putting young people's voices directly into agricultural policy review; building the enabling environment young people need to become strong, competitive market actors once they can access the full range of productive resources. Ten years in, RYAF stands at a pivotal moment: the grassroots advocacy and linkages that built this platform now need to be matched by the strategic partnerships, diversified resources, and rigorous evidence of impact that willcarry it into its next decade. To lead that shift, RYAF is seeking a dynamic and experienced Head of Strategic Partnerships, Resource Mobilization and Impact.
The position will provide strategic leadership in developing and managing high-value partnerships, mobilizing financial and non-financial resources, strengthening institutional visibility and positioning, and ensuring that the organization's results and impact are effectively measured, communicated, and used to inform decision-making.
Purpose of the Position
- The Head of Strategic Partnerships, Resource Mobilization and Impact will lead the organization's efforts to:
- Build and manage strategic partnerships with governments, development partners, donors, foundations, privatesector actors, multilateral institutions, civil society, academia, and other stakeholders.
- Develop and implement an effective resource mobilization strategy aligned with the organization's strategic plan.
- Identify and secure diverse sources of funding and strategic support.
- Strengthen donor engagement, stewardship, and long-term partner relationships.
- Lead the development of high-quality proposals, concept notes, funding applications, and partnership agreements.
- Strengthen systems for measuring, documenting, communicating, and learning from organizational impact.
- Position the organization as a credible, evidence-driven and high-impact partner.
- Provide strategic intelligence to senior management on emerging funding opportunities, partnership trends, donor priorities, and areas of strategic positioning.
Key Responsibilities
A. Strategic Partnerships Develop and implement a comprehensive strategic partnership framework.
- Identify, cultivate, and maintain relationships with strategic partners aligned with the organization's mission and priorities.
- Map potential partners and develop engagement strategies for priority institutions.
- Lead negotiations and development of partnership agreements, memoranda of understanding, and other strategic collaboration arrangements.
- Strengthen relationships with existing partners through structured engagement and effective partnership management.
- Represent the organization in strategic meetings, forums, conferences, donor engagements, and other high-level platforms.
- Develop opportunities for multi-stakeholder collaborations, consortia, alliances, and joint initiatives.
- Ensure partnerships generate measurable value for the organization and its stakeholders.
- Communicate RYAF's track record and impact to prospective partners and donors.
B. Resource Mobilization
- Lead the development and implementation of the organization's resource mobilization strategy and annual action plans.
- Develop and maintain a diversified funding pipeline covering bilateral and multilateral donors, foundations, private sector, individual giving, innovative finance, and other appropriate sources.
- Monitor donor priorities,calls for proposals, funding trends, and emerging opportunities.
- Coordinate the preparation of competitive concept notes, proposals, expressions of interest, and funding applications.
- Strengthen donor stewardship and ensure timely and high-quality reporting to funding partners.
- Establish and maintain a resource mobilization pipeline and forecasting system.
- Support senior management in high-level donor engagement and fundraising discussions.
- Develop innovative approaches to resource mobilization, including strategic partnerships, co-financing, blended financing, corporate partnerships, and other appropriate mechanisms.
- Track resource mobilization performance against agreed targets.
C. Impact, Learning and Evidence
- Lead the development and strengthening of systems for measuring organizational and programme impact.
- Establish and regularly review appropriate impact indicators aligned with RYAF's strategic objectives.
- Design and maintain a robust monitoring, evaluation, and learning (MEL) framework across RYAF's programmeas and initiatives.
- Coordinate the production of high-quality impact reports, case studies, and success stories for donors, partners, and the public.
- Facilitate structured learning reviews and ensure findings inform programme design, partnership strategy, and organizational decision-making.
- Ensure the quality, integrity, and appropriate use of data and evidence across RYAF's reporting and communications.
- Build the capacity of staff and partners in monitoring, evaluation, and results-based reporting.
- Coordinate the performance monitoring and implementation of the RYAF Strategic Plan
Minimum Qualifications for the Head of Strategic Partnerships, Resource Mobilization and Impact:
- Bachelor's degree or Master's degree in Agribusiness or Project Management, Agricultural Economics.
- Management and having a PMP is an advantage.
- Minimum of 5 years of professional experience in resource mobilization, partnerships, or business development within the agricultural sector, or demonstrated experience working with an international or multilateral organization Strong interpersonal and relationship-building skills.
- Experience and demonstrated proficiency with MS Office (Word, Excel. PowerPoint) and openness to learning and working with new technology.
- Strong verbal and written communication and listening skills. Superior management and analytical skills.
- Ability to strategically solve problems and make effective decisions.
- Ability to travel countrywide, especially in rural areas Fluency in Kinyarwanda and English required;
- working knowledge of French is an advantage.
