Title : Health & Safety and Compliance Manager
Reports to : Head of Facilities
Education level : Bachelor’s degree in occupational health & safety, Environmental Science, Medical Science, or a related field.
JOB DESCRIPTION
The Health & Safety and Compliance Manager will oversee all health, safety, and regulatory compliance operations for the Rwanda Ultimate Golf Course clubhouse. This role is responsible for ensuring a safe working environment for staff, guests, and contractors, managing the acquisition and renewal of licenses, and ensuring the facility adheres to both local and international standards. The manager will develop and implement policies and procedures to maintain the highest standards of safety and compliance in alignment with the requirements of a five-star establishment.
Specific responsibilities and accountabilities include, but are not limited to the following:
- Health & Safety Management:
- Develop, implement, and manage health and safety policies and procedures to ensure a safe working environment for all employees and guests.
- Conduct regular risk assessments, safety audits, and workplace inspections to identify potential hazards and implement corrective measures.
- Ensure that all staff are adequately trained in safety protocols, emergency procedures, and the use of safety equipment.
- Investigate accidents, incidents, or near-misses and recommend preventive measures.
- Compliance with Standards:
- Ensure that the clubhouse complies with all relevant local, national, and international health, safety, and environmental regulations.
- Keep updated on changes in local and international legislation and best practices related to health, safety, and facility standards.
- Ensure that the facility meets the requirements for five-star certification in terms of safety, operational efficiency, and guest experience.
- License Acquisition and Management:
- Oversee the acquisition, renewal, and management of all necessary licenses and permits (e.g., food safety, fire safety, environmental licenses).
- Ensure timely renewal of all licenses and compliance with relevant legal obligations.
- Liaise with local authorities and regulatory bodies to ensure ongoing compliance with any licensing conditions.
- Regulatory Reporting and Documentation:
- Prepare and submit all required reports to regulatory agencies, ensuring accuracy and timeliness.
- Maintain detailed records of all compliance-related documentation, including licenses, inspection reports, and health and safety audits.
- Emergency Planning and Crisis Management:
- Develop and implement emergency response plans, including fire safety, medical emergencies, and evacuation protocols.
- Ensure that emergency equipment, such as fire extinguishers, alarms, and first aid kits, is regularly inspected and maintained.
- Coordinate regular emergency drills for staff and ensure preparedness in case of an incident.
- Sustainability and Environmental Compliance:
- Promote sustainable practices within the clubhouse operations, ensuring compliance with environmental regulations.
- Manage waste disposal, energy usage, and water conservation efforts to minimize the environmental impact of the facility.
- Stakeholder Communication and Collaboration:
- Work closely with department heads to ensure that health, safety, and compliance procedures are integrated into all operations.
- Serve as the main point of contact for external inspections, audits, and compliance reviews.
- Budgeting and Resource Management:
- Develop and manage the health, safety, and compliance budget, ensuring cost-effective management of safety equipment, training, and licensing fees.
- Monitor and ensure efficient use of resources dedicated to safety and compliance operations.
Qualifications:
- Education:
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Medical Science, or a related field.
- Certification in health and safety management (e.g., NEBOSH, IOSH) and compliance-related certifications are highly desirable.
- Experience:
- Minimum of 5 years of experience in health, safety, and compliance management, preferably in a hotel, resort, or large facility.
- Experience with licensing processes, regulatory compliance, and working with local authorities.
- Skills:
- Strong knowledge of local and international health, safety, and environmental regulations.
- Excellent organizational, leadership, and problem-solving skills.
- Ability to develop and conduct training programs.
- Proficient in managing safety management systems and compliance reporting.
